WHAT IS MSF?

Médecins Sans Frontières/أطباء بلا حدود (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

A FEW WORDS ABOUT THE PROJECT

The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally, MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remain in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above-mentioned activities, MSF provides in addition home-based care for those patients who are housebound or bedridden often due to an advanced NCD disease.

MSF BIRTH CENTER (BC)

The MSF Birth Center is unique in Lebanon, in its objective to develop a midwife led model of care. The midwives are responsible for all of the deliveries and are only required to consult the obstetrician in case of complications. The model focuses on low risk pregnancies. There is an assessment room for all patients being followed in ANC, including the higher risk cases and they may attend at any time to be assessed. The most important role of the obstetrician is to manage any complicated cases either in BC or prior to referral to another hospital, and to be active in teaching, coaching and empowering of the midwives and nurses to help develop the midwife led model of care.

Responsibilities:

MSF is looking for Watchman to carry out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.

Accountabilities:

• Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
• Watching MSF premises and property's perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
• Organizing traffic of vehicles within the premises and directs them in and out.
• Checking that the doors and windows are locked and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.
• Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performs general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees if necessary, etc.).
• Maintaining watchmen's torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
• Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance) as well as the correct use of extinguishers (being aware of their location.
• Informing line manager of arrival of any materials before unloading and  helping MSF staff carry heavy items, if necessary.

• Essential literacy

Experience:

• Minimum 1-year experience in Watchman Work.
• Desirable working experience in MSF or other NGO’s

Fluent in Arabic, Basic Knowledge of English languageLanguage:

مشروع جنوب بيروت باختصار:

بدأ المشروع في سبتمبر 2013 في شاتيلا، حيث تدير منظمة أطباء بلا حدود حاليًا مركزًا للمرضى الخارجيين للأمراض المزمنة غير المعدية (NCDs)، وخدمات التطعيم مع خدمات الصحة العقلية المتكاملة بشكل مستعرض، والإحالات للمرضى الذين يحتاجون إلى خدمات خارج نطاقها. أنشطة منظمة أطباء بلا حدود. بالإضافة إلى ذلك، افتتحت منظمة أطباء بلا حدود مركزًا لصحة المرأة يقدم الرعاية الصحية الجنسية والإنجابية.

في مخيم برج البراجنة، إلى جانب الأنشطة المذكورة أعلاه، تقدم منظمة أطباء بلا حدود بالإضافة إلى الرعاية المنزلية للمرضى الذين يقبعون في منازلهم أو طريح الفراش بسبب مرض غير معدي متقدم.

مركز الولادة أطباء بلا حدود (مركز الولادة)

يعتبر مركز الولادة التابع لمنظمة أطباء بلا حدود فريدًا من نوعه في لبنان، حيث يهدف إلى تطوير نموذج رعاية بقيادة قابلة. القابلات مسؤولون عن جميع الولادات ويطلب منهن فقط استشارة طبيب التوليد في حالة حدوث مضاعفات. يركز النموذج على حالات الحمل منخفضة الخطورة. توجد غرفة تقييم لجميع المرضى الذين تتم متابعتهم في ANC، بما في ذلك الحالات الأكثر خطورة وقد يحضرون في أي وقت ليتم تقييمهم. يتمثل الدور الأكثر أهمية لطبيب التوليد في إدارة أي حالات معقدة إما في كولومبيا البريطانية أو قبل الإحالة إلى مستشفى آخر، وأن يكون نشطًا في تعليم وتدريب وتمكين القابلات والممرضات للمساعدة في تطوير نموذج الرعاية الذي تقوده القابلة.

المهام:

تبحث منظمة أطباء بلا حدود عن حارس للقيام بأنشطة المراقبة والحراسة في مرافق منظمة أطباء بلا حدود، وفقًا لبروتوكولات منظمة أطباء بلا حدود وقواعد الأمن، من أجل ضمان سلامة وأمن جميع أفراد البعثة ومبانيها.

المسؤوليات:

• مسح الوصول إلى مبنى منظمة أطباء بلا حدود وتوجيه الناس إلى مكتب الاستقبال في غضون الساعات المصرح بها. فريق إدارة جهات الاتصال للسماح للأشخاص بالوصول.

• مراقبة مباني منظمة أطباء بلا حدود والسياج المحيط بالممتلكات من خلال دوريات منتظمة. البقاء في الخدمة حتى يأتي الحارس الآخر لتسليم المهام، ولا يترك المنصب أبدًا دون رقابة.

• تنظيم حركة المركبات داخل المباني وتوجيهها للداخل والخارج.

• التحقق من أن الأبواب والنوافذ مقفلة وأن الأنوار مطفأة عند مغادرة الأشخاص للمباني. التحقق من أن مصابيح الأمان تعمل بشكل صحيح وإبلاغ المدير المباشر بأي مشاكل محتملة.

• الحفاظ على المنطقة داخل مباني منظمة أطباء بلا حدود نظيفة ومرتبة (مثل صناديق القمامة الفارغة، ومسارات التنظيف، وما إلى ذلك) وإجراء أنشطة الصيانة العامة للحديقة (مثل قطع العشب، وصيانة أحواض الزهور ، وتقليم الأشجار إذا لزم الأمر ، وما إلى ذلك).

• صيانة شعلة الحراس وأدوات الإنارة الأخرى وإعادة البطاريات المستعملة والاحتفاظ بالبطاريات الاحتياطية اللازمة. صيانة معدات الاتصال (الراديو) في ظروف العمل وتوفير البطاريات.

• الإشراف على مستويات خزانات الديزل / البنزين وتوفير عبوات احتياطية من الوقود. ضمان الأداء الصحيح للمولدات ومضخات المياه (بدء التشغيل، وإيقاف التشغيل، وسجل ساعات التشغيل والصيانة) وكذلك الاستخدام الصحيح لأجهزة الإطفاء (مع اخذ الحذر على موقعها).

• إبلاغ المدير المباشر بوصول أي مواد قبل تفريغها ومساعدة طاقم منظمة أطباء بلا حدود في حمل الأشياء الثقيلة، إذا لزم الأمر.

• أساسيات القراءة والكتابة

خبرة:

• خبرة سنة كحد أدنى في أعمال الحراسة.

• خبرة عملية مرغوبة في منظمة أطباء بلا حدود أو المنظمات غير الحكومية الأخرى

اللغة: معرفة أساسية باللغة العربية، المعرفة الأساسية للغة الإنجليزية.
