Head Of Medical Activities (Hma)

I- Job Definition MAIN OBJECTIVES OF POSITION   Facilitates the proper medical management of the projects and medical follow up of the staff in the mission by assuming some tasks delegated by the Medical coordinator and assisting him/her in specific activities:   î   Participates in the definition of the MSF medical-operational strategy (within the framework of the MSF medical policy and the country’s health policy). î   Ensures, with the MedCo, the planning, implementation and evaluation of the project(s) of MSF-CH in Lebanon î   Ensure with the MedCo a regular contact with different partners and participates in external technical meetings î   Ensure the regular follow-up of the projects (Tripoli, Bekaa and Saida) î   Provides coaching and medical-technical support for defined activities to the medical teams in all projects (Primary health care, Mental Health, Health promotion, etc…) î   Participate in elaboration of the medical documents of the mission (health staff policy, EPREP, SPAM policy…) î   Assure the replacement in the field when needed î   Participate to the exploration missions when needed II- Detailed Activities: A. Project planning î   Participates on the definition of the medical operational strategy for the project(s) in accordance with the MSF medical policy and the national health policy.  î   Participates, together with the other members of the co-ordination team in the planning of the mission (evaluation of material, HR and financial needs) î   Participates in the writing of the annual plan of action.   B. Programme implementation and follow-up (Bekaa, Tripoli and Saida project) î   Maintains constant dialogue with the MedCo and the medical team leader and keeps them informed about new orientations of national and MSF medical policies. î   Supervises the medical technical aspects of the programme implementation. î   Carries out regular field visits and edits a summary report. î   Analyses and provides follow-up and feedback on medical reports in regards of the defined project objectives. î   Analyses difficulties encountered in regards of programme implementation. î   Stimulates the exchange of medical information and experiences between the various projects through dispatch of documentation and the regular organisation of medical meetings. î   Participates under the responsibility of MedCo on the elaboration of medical activity reports for the MOH and other partners under requirement.   C. Information gathering, data collection, reporting î   Participates in the collection of information of the national health policy (meetings, reports, articles, etc.) and National Protocols î   Compiles the epidemiological data that have been collected in the different field projects and participates in their analysis and graphic representation î   Participates actively in reflections and discussions on the evolution of MSF programs in the mission î   Participates in the multiple inter agency technical meetings and producing minutes after them î   Organizes and assumes the inventory and management of the medical operational library î   Organizes proper archiving of medical protocols, data and medical reports related to MSF projects and make them easily available.   D. Support to projects î   In the absence of the Medical Coordinator, keeps answering some medical questions from the field and answering the needs of medical staff. î   Participates in the induction of new medical staff, participating in briefings î   Provides specific briefings to new arrivals î   If necessary, replaces temporarily member of the field team. î   Collaborates in ensuring the quality of recruitment of national medical staff (elaboration of job profiles, definition of the selection criteria according to Lebanon medical regulations).   D. Health management î   Responsible of the national staff health policy in term of planning, implementation and follow up according to the national staff health policy developed and adapted in the mission; î   Ensure that all the staff are utilizing the make use of MSF health policy; î   Ensure the involvement of the other departments in the implementation of the staff health (for example admin department both in the field and coordination) to guarantee a timely coverage of the staff with their respective package (NSSF, ALICO, etc) î   Safeguards expatriate health (evaluates the possibilities of medical care) and provide briefings for expatriates in regards of health in the mission, prophylaxis to take etc. î   Ensures, in collaboration with the Country Administrator, that all information related to health services and medical repatriation in case of emergencies is available and accessible to all. î   Makes sure first aid kits are installed in all houses and cars and insures hygiene standards (eg. water filter, mosquito net, availability of condoms) within the missions are respected. î   Updates the medical evacuation document and liase with the MedCo in case of medical evacuation. î   Participates in the evaluation of hospitalization facilities which could act as reference facilities for national and international personnel   E. General coordination î   Participates on the coordination meetings î   Participates at the negotiations with the authorities at all levels î   Replace the medco during the absence   This job description is not exhaustive and could change according to the needs of the mission.
