Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare in almost 70 countries around the world. MSF offers assistance to people based on need and irrespective of race, religion, gender or political affiliation. When MSF witnesses serious acts of violence, neglected crises, or obstructions to its activities, the organisation may speak out about this.
Médecins Sans Frontières (MSF) began working in Lebanon in 1976 in response to the Lebanese Civil War, sending medical teams to the south of the country and Beirut. This was MSF’s first mission to a war zone.
Today, MSF is present in the North of Lebanon, the Bekaa Valley, Beirut and Saïda, offering, free and high quality primary health care services to people in need continually since 2011. This includes treatment of acute diseases and a comprehensive reproductive health package, in addition to mental health support and health promotion services. MSF also offers treatment for chronic diseases and runs three mother and child care centres across the country.
The mission has also three main offices equipped with more or less 80 computers and three servers. Beside day to day support according to organisation standards, the position will have to deal with increasing connectivity (in between project locations, HQ in Geneva) and general data management needs.
Main Purpose
Carrying out assessments and ensures the implementation, maintenance and monitoring of all IT and telecommunications equipment according to MSF standards and protocols in order to ensure an optimal running of the project and the efficient use of the systems and equipment
Accountabilities
Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the IT and telecommunications equipment and systems in the mission and participating in the establishment and/or revision of the strategies and budgets concerning ICT
Managing the ICT activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support. This includes the following:
Identifying and implementing the information management practices to enhance the system's effectiveness and reliability (development, check-up, deployment, development and maintenance of applications, systems or new ICT standards)
Supervising, implementing and monitoring security management protocols (data saving, firewall, backup, security for equipment and software) in order to ensure data security, availability and an immediate operational recovery and continuity in case of emergency
Proposing and organising differentiation between the range of systems of communication and filing tools (Clouds, Servers, computers, phones)
Ensuring that all IT and telecommunications equipment are correctly inventoried in direct link with the procurement team ensuring sufficient stock of spare parts and necessary tools for the maintenance, repair and replacement of defective equipment
Consulting the technical referent before all purchase of equipment or services and ensuring the preparation, tests, packing and documentation for all ICT equipment and networks before providing to users
Ensuring the proper documentation, filing and the compilation of statistical data on ICT (number of repairs, monitoring of internet and telephone use, general state of computer parts, etc.) and drafting a quarterly report on activities, informing his/her supervisor of all technical modifications of the mission. Monitoring guarantees/warranties and insurance and following up invoices
Providing direct supervision and support to the Information Systems in charge as well as technical and educational support (briefing, training, etc) to new users, relevant personnel, technicians and/or logistics experts dealing with information systems and managing user access to the information systems (communication tools, software, files, etc.)
Performing delegated tasks specific to her area of speciality, as defined in his/her job description and according to the line manager
MSF Section/Context Specific Accountabilities
Manage the technical activities in support to and in close collaboration with the field responsible of the sector of activity i.e. G.I.S activities, epidemiologist, medical coordination, logistics coordination, and project or mission managerial team
Accompany the development of GIS activities in the country, managing response and prioritization requests for map products and services and supporting all medico-operational activities such as logistics, supply, outreach, WASH, security, project and mission leadership, communication and reporting, health promotion
Manage the development, quality control and reproduction of software products in appropriate formats for clients. Uses and organises, data and mapping standards
Responsible for monitoring that the users are well-trained and collecting constant feedback. Propose adjustments accordingly
Identify, gather and incorporate external datasets into the MSF repository
Maintain and expand the archives and working with the data to create themes and layers for use in GIS and to create analytical products
Act as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Manage training and skills development support to staff with simple mapping, Google Earth, use of GPS
Keep close collaboration with the medical and dedicated HQ IT teams in regards to medical data management and potential system issues
Insure the proper maintenance of the IT/Telecom equipment and follow the movements of equipment in the mission
