Project Hr Manager / Hr Referent

MSF also reserves the right to speak out to bring attention to neglected crises, challenge inadequacies or abuse of the aid system, and to advocate for improved medical treatments and protocols.  MAIN PURPOSE In cooperation with the Project Coordinator and the HR Coordinator, responsible for the designing and implementation of Human Resources policies (with emphasis on recruitment and budgeting) in the lead up to opening and the early stages of a new MSF hospital project. ACCOUNTABILITIES Prior to opening project: Work with Project Coordinator and HR Coordinator on set up (org chart) and update the project’s organizational chart and job descriptions In close coordination with the Project Coordinator and the HR Coordinator, assist in the calculation of the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the project and to facilitate budget following-up Give advice, design strategy for hiring of staff for the project with particular focus on strategy for hiring medical staff and associated challenges Give advice, implement strategy for hiring of staff for the project with particular focus on strategy for hiring medical staff for example presenting and networking at universities, relevant medical associations, individual networking, advertising etc. Under supervision of the HR Coordinator, participate in benchmarking process (in aspects related to the project), ensure indexation process of national staff salary grids related to project in order to ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in the project sites Responsible for all HR reporting for the Project. Early stages of project opening: Ensure implementation of hiring strategy. Assist the Project Coordinator in forecasting medium/long-term HR needs and to ensure HR availability for the project activities. On hiring set up administration capacity, including managing contracting according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance. Support, in close coordination with the HR Coordinator, the project line managers in detecting short-term training needs at early stage of the project and setting goals and interim evaluation processes for early stage human resource management to ensure effective establishment of the project Ongoing planning and supervise, in close coordination with the HRCo, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility to adjust HR strategy, organization chart, remuneration and other HR tools accordingly Together with the Project Coordinator, support the line managers in implementing the internal communication policies in order to boost staff active participation and MSF commitment, particularly at early stages of the project In close collaboration with the Project Coordinator and HRCo, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve possible conflicts in the project including labour conflicts or conflicts with competing employers in the locale Ensure all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted Is responsible for all movements and/or accommodation of staff in the Project. Ensures all HR reporting of the Project.   EDUCATION Degree in management (business, HR) or administration.  EXPERIENCE At least two years in administration management Desirable, good knowledge of local administration and recruitment practices. Experience in the medical HR desirable.
