Supply Chain Officer - Beirut

Main Purpose   Organizing the daily supply chain activities and the teams associated, in the coordination office, according to MSF protocols, policies, processes and standards in order to ensure the optimal running of the mission   Accountabilities   Being the focal point for managing all the orders of the mission (Coordination and Projects) from reception to dispatching to the rest of the chain (procurement and warehousing), in accordance with customers priorities/ requirements Ensuring a proper monitoring/ feedback and communication flow with the needs holders and an efficient implementation of the overall daily supply chain activities (time keeper) Guarantee the respect of the order validation process (MSF validation table) and the respect of the implemented supply procedures and standards, proposing adjustments where needed Collecting claims from the fields, analysing causes and making corrective actions Manages sub-sites visits on regular basis to offer a permanent tools support to the supply teams as well as to all other departments in the site (Ops, Med, Log, Fin, HR …) Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to  guarantee the availability and the coherence of supply data Informing the Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making Assess measure, analyse and report to the Supply Manager, the implementation of the overall site supply chain management and, as a permanent guarantor, ensure an efficient supply administration by providing adapted supply processes, procedure and tools to support the different activities. Referent for defining and implementing standards procedures and tools within the Mission, in collaboration with the Supply Manager Support the stability of the supply activities within regular and emergency intervention of the site; propose strategic adjustments and resources (re)allocation when needed. Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission       MSF Section/Context Specific Accountabilities   Ensure reception and treatment (encode and dispatch to the rest of the team) of all orders coming from Coordination and Projects Together with the Supply Manager, drive the orders sourcing according to projects priorities and ensure a proper communication and response from the rest of the team (time keeper) Together with the Procurement Manager, ensure that medical local purchases are according to section pharmacist recommendation (HQ) and validated sources (suppliers/ brands) Work closely with Finance department in order to effectively support the orders’ administrative process and ensure the MSF Validation table is in place. Check and assure that the status of all the documents (IR/FO, PO, DO, PICK…) has been updated by the respected supply personnel Analyse the database of standard items and compare it periodically with items regularly ordered vs the stocked item. Regularly update & disseminate the database of articles (local code, ZBD code, ITC code) and the standards tools/ procedures Manage Projects’ visits on regular basis to offer a permanent support to the direct and indirect supply chain actors Provide to the Supply Manager the requested support for briefing and training the newcomers and the users of the supply chain tools Prepare and submit the Monthly Data Reports to Supply Manager. As Unifield Champion, configure and maintain the software to optimise its, optimise its use across the mission Ensure supply activities management during emergency according to the agreed supply procedures for emergency response.

Experience
• Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures
• Desirable MSF or other NGO experience
Excellent proficiency in English and Arabic Language
• Knowledge in Supply chain processes
• Excellent computer literacy (excel, word, power point, access…)
• Experience working with Open ERP
