Human Resources Manager – Beirut

Doctors Without Borders / Médecins Sans Frontières (MSF) is an international medical humanitarian organization created by doctors and journalists in 1971. Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Nabatiyeh and the Bekaa valley.

Type of contract: 100%, fixed term 12 months, renewable upon need
Updated competitive salary package with benefits including allowances, medical coverage, and 5 weeks of paid leave per year

Salary: 213,010,000 LBP per month (USD 2,380 per month)

Scope of responsibility: MSF
Is responsible for the implementation of Human Resources policies in the project (Beirut Coordination) and the correct Administrative Management of all staff working in the project (National, International, Regional, etc).

Specific Accountabilities
Support effective HR management at the mission level in compliance with MSF policies and local labor laws. Act as the focal point, providing support and advice in recruitment, development, induction, training, and performance management to strengthen HR capacity across the mission. Serve as backup for Project HR Managers and Personnel Administration Manager when required.

HR Administration & Compliance
• Support the HR Coordinator in organizational set-up and maintain the mission’s organizational chart and job descriptions
• Support hiring processes, contract amendments, and termination formalities for mission-level employees in line with local labor laws. Maintain proper archiving and updating of employee files, inform staff of their rights, and prepare mandatory tax declarations to guarantee legal compliance
• Assist HRCo and department managers in annual holiday planning and staff shift scheduling to forecast HR needs and support HR availability for mission activities
• Support payroll procedures for coordination staff, ensuring accurate data entry in Homere as a backup for the PAM, for timely and precise salary payments
• Support NSSF calculations together with the Finance Department to ensure accurate and compliant processing of staff social security contributions
• Under HRCo supervision, support the indexation of national staff salary grids to maintain internal equity, cost-of-living adjustments, and correct application of employment conditions

Recruitment
• Apply OC recruitment policies, procedures, and tools; adapt them to the mission context to support fair, transparent, efficient, and accountable implementation
• Provide guidance to all stakeholders involved in recruitment to support proper processes, aiming to attract professionals and individuals with development potential
• Support coordinators, activity managers, and supervisors in recruitment activities, including CV screening, interview techniques, and potential assessment

Induction & Briefing
• Apply OC induction policies, procedures, and tools; adapt them to the mission context and support proper implementation for all newly recruited or arrived staff, as well as those who missed induction
• Support tailored briefings for new staff based on profile sheets or development plans in a timely manner
• Guarantee that all new staff receive a briefing agenda and are properly briefed by their hierarchical and functional supervisors, covering all required information according to established procedures and standard content
• Monitor the quality and impact of induction and briefing processes, collect feedback, and propose improvements to HRCo

Training & Capacity Building
• In collaboration with HRCo, contribute to the design and implementation of a mission training and development policy aligned with operational priorities
• Identify training opportunities at local, regional, international, and intersectional levels and advise line managers on assessing training needs within their teams
• Support the implementation of the Training Policy, procedures, and tools, and assist in training for coordinators, supervisors, and activity managers
• Guide coordinators, activity managers, and supervisors on staff development, including identifying potential, defining development plans, and supporting career paths
• Ensure that learning needs identified during appraisals are documented, consolidated, and connected to mission training and development planning
• Explore synergies and exchanges with other MSF sections and NGOs regarding training, coaching, and development tools

Performance Management
• Provide support to coordinators, supervisors, and activity managers in implementing PMS, including tools, methods, objective setting, action plan follow-up, and best practices to evaluate and develop staff competencies
• Conduct quality checks on the appraisal process to ensure consistency, completeness, and alignment with MSF standards, and ensure that learning needs identified during appraisals are properly linked to training and development planning

Coordination & Reporting
• Share with HRCo all information, suggestions, and activities that may impact planning, budgeting, or HR strategies (career paths, training requests, development events, mobility) and obtain authorization before implementation
• Collaborate with HRCo in building and updating the annual HR plan and budget
• Support timely and accurate HR reporting for the mission
• Guarantee that all staff at coordination (national, international, regional, visitors) are properly briefed and/or inducted
• Support movements and accommodation arrangements for staff at coordination

Backup Responsibilities
• Act as backup for Project HR Managers and PAM when needed, including:
– Supporting payroll and administrative tasks at coordination and project level during absences or peak workload
– Assisting with recruitment, onboarding, and contract management for project staff
– Providing guidance on HR policies and compliance to project teams
– Supporting continuity of HR processes in projects during gaps

Education Degree in Human Resources, Business Administration, or related field

Experience Minimum 2 years in HR management, preferably in a humanitarian or NGO context
• Strong knowledge of HR policies and local labor law
• Knowledge in payroll and HR administrative processes
• Expertise in recruitment, training, and performance management
• Excellent organizational and communication skills
• Ability to work under pressure and adapt to changing priorities
 

Languages Full professional proficiency using the Arabic and English Language

Knowledge
• Essential: Basic to Intermediate computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel)
• Capacity to work in a multidisciplinary team
• Strong communication and organizational skills
