Mission Logistics Manager- Beirut

Main Purpose:

Participating and collaborating with the LOGCO in the definition and implementation of all technical and logistics strategies and support to the field. This implies ensuring the pertinence and coherence of logistics programs, the adequacy of the means provided and the compliance to MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects

 

Accountabilities

  • With the close support of LOGCO, participating in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, advising the LOGCO in the translation of the identified logistical / technical needs into objectives, priorities and resources needed for intervention.
  • Monitoring the implementation of logistics/technical/supply activities in the mission ensuring compliance to MSF standards, protocols and procedures, and reporting to the LOGCO on the development of the ongoing programmes and proposing reorientation strategies when needed.
  • In close collaboration with the LOGCO and HR department, participating in the recruitment, training, briefing/debriefing and performance evaluation of the logistics staff in the mission in order to ensure both the sizing and the amount of knowledge required. Implementing all these related activities to the logistics staff under his/her direct responsibility.
  • With close cooperation with the LOGCO ensuring technical reference for all logistics/technical issues in the mission and provides coaching to logistics staff when needed and requested by LOGCO.
  • With close cooperation with LOGCO, ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required.
  • With close cooperation with the LOGCO monitoring and implementing the technical aspects of the risk reduction rules transport, communication, protection, identification and preparation of the technical aspects of the mission security plan, evacuation plan and other contingency plans.
  • Ensuring communication means in the Mission (including numbers frequencies), allowing permanent communication between capital, projects, bases and HQ. Ensures all staff in the Mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
  • Providing reports to LOGCO on projects/mission evolution from the technical/logistics perspective and proposing corrections to LOGCO if needed

MSF Section/Context Specific Accountabilities

  • Manage the coordination vehicles fleet (maintenance schedule, fuel consumption, set the vehicles replacement, analyze the capacity of the fleet to ensure mission activity is sufficiently covered);
  • Support the projects by organizing the maintenance of their fleets in Beirut whenever needed;
  • Set, manage and monitor coordination drivers’ rosters, leaves, kiss-movements, performance and performance evaluation
  • In collaboration with the facility team, follow-up on all logistical needs of MSF-OCG Beirut premises in terms of setting maintenance schedules, premises rehabilitation, and replacement of malfunctioning or broken utilities.
  • Act as the focal point for:
    • Internet availability and coverage for all MSF-OCG premises in Beirut and projects (when needed),
    • Insecticiding all MSF-OCG premises in Beirut
    • Power and Water & Sanitisation related requests or issues
  • Responsible for the timely refilling of consumables, implementation and follow-up of safety & security protocols
  • Participate in exploration missions to support opening projects when needed;
  • When requested, support:
    • closing projects team(s) to ensure smooth closure;
    • projects in identifying, selecting, and opening new offices or guesthouses as per MSF requirements
    • projects by filling the logistics manager position gap to maintain the logistics activity at expected levels
  • Follow-up on the implementation of recommendations provided by:
    • flying experts from MSF-Geneva
    • planitary health referent at coordination level and at project level when requested
  • Perform and follow-up on assets inventory and ‘Truck my stuff’
  • Follow-up on supply and warehouse requests;
  • Support the LOGCo in preparing the security and context analyses.

Requirements
    
Education:Technical degree/diploma

Experiences:

Essential working experience of at least two years in relevant jobs, experience with MSF or other NGOs in developing countries.

Languages:

Arabic is essential
English or French mandatory

Knowledge    
Essential computer literacy (word, excel and internet)
