Watchman – Hermel

Main Purpose:

Carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.

Specific Activities :

• Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
• Watching MSF premises and property's perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
• Organizing traffic of vehicles within the premises and directs them in and out.
• Checking that the doors and windows are locked and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.
• Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performs general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees if necessary, etc.).
• Maintaining watchmen's torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
• Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance) as well as the correct use of extinguishers (being aware of their location.
• Informing line manager of arrival of any materials before unloading and  helping MSF staff carry heavy items, if necessary.

MSF Section/Context Specific Accountabilities:

• Ensuring the security of MSF premises and properties. While guarding a door or a gate, remain close to it and ask the line manager’s permission to leave the assigned post or area.
• Watching over the designated area and carrying out regular patrols (inclusive of the perimeter fence of the MSF facility).
• Using fire extinguishers properly and knowing their exact locations.
• Ensuring the security of on-premises vehicles, directing them in and out, and ensuring that vehicle windows are closed if not assigned to a driver.
• Informing the line manager of the arrival of any materials before unloading.
• Checking premises doors and windows and making sure that they are locked.
• Switching lights off at night, during handover, and when the occupants or staff leave the premises.
• Checking the proper functioning of the security lights and informing the line manager of any problem.
• Refilling kerosene lamps.
• Implementing a proper handover at the end of each shift.
• Checking daily, fuel and water tanks, gas cylinders, and drinking water bottles.
• Performing regular electrical generator check-up (fuel, oil, water, and filters).
• Keeping the area within and in front of the premises clean (empty dustbins, sweep paths, etc.).
• Maintaining communal areas clean (rest area, shelters for drivers, etc.).
• Performing general upkeep of the garden (cut grass, maintain flowerbeds, prune trees if necessary) when needed.
• Preserving the provided equipment and informing the line manager of any loss or damage.
• Informing the line manager of any security-linked problem(s).
• Assisting with the loading and unloading of goods/materials and helping MSF staff carry heavy items.

Requirements

Education

Literacy is essential; Desirable High School Certificate.

Experience

Desirable previous job-related job experience.

Desirable previous MSF or I/NGO experience.

Languages

Arabic language is essential; Foreign language is desirable.
