Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Nabatiyeh and the Bekaa valley.

Type of contract: 6 months, fixed-term contract, 100% Activity rate, renewable. Updated competitive salary package with benefits including allowances, medical coverage, and paid leave.

Working hours: Monday to Friday, 8:00 AM to 5:00 PM

Place of work: Based in Bekaa, covering 70% bekaa and 30% Nabatieh

Scope of responsibility:

Planning, coordinating, implementing and monitoring all logistics activities in the project related to Wa-ter, hygiene and Sanitation, according to MSF protocols and standards in order to ensure an optimal run-ning of the project

Function responsibilities include:

  • In collaboration with the Projects team leaders and the Logistics Coordinator, planning, elaborating and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programs including the following: 
  • Designing, implementing and managing all Watsan interventions in the project. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, infection and vector control
  • Conducting routine/initial Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Referent/Focal Point). Ensuring the Watsan contribution to the development and planning of emergency response strategies and resources aligned with med/Ops strategy, in collaboration with the medical and logistical teams
  • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock
  • In collaboration with the Projects logistic team leaders, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of  HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all  activities pertaining to his area
  • Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Watsan activities in the medical intervention offering project proposals and work plans.
  • Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management).

 

MSF Section/Context Specific Accountabilities

Leading and Overseeing All WASH Support Activities:

  • Developing, evaluating, and implementing WASH strategies, policies, tools, and procedures, with a focus on key areas such as waste management, water treatment, vector control, and emergency preparedness and response (EPREP).
  • Supporting the Project LTL and Logistics Coordinator (LogCo) in defining the annual WASH plan, budget, and future activities, to ensure timely and appropriate responses to the needs of the affected population.
  • When necessary, leading the bidding process and manage budgets related to WASH infrastructure improvements, maintenance, and construction.
  • Ensuring WASH EPREP stock levels are regularly updated and aligned with the mission's overall EPREP strategy.
  • Providing support to the medical team during emergency responses related to WASH, including outbreaks such as scabies and cholera, as well as in camp settings and other critical situations.

 

Implementation of WASH Standards within the Mission:

  1. Mission Standardization:
  • Ensuring the implementation of WASH standards, protocols, and procedures across MSF projects in close collaboration with Logistics Team Leaders and RTS. This includes waste management, coordination with IPC teams, and WASH follow-up in both base and medical facilities. Establishing and maintaining a WASH monitoring and follow-up system within all projects.
  • Ensuring all WASH tools and follow-up templates are properly implemented in the field, accompanied by comprehensive training and briefings for relevant staff to ensure correct application and understanding.
  1. Waste Management:
  • Ensuring medical waste from both projects is treated by a validated service provider (Arc En Ceil), with regular visits conducted to monitor and follow up on compliance and performance.
  • Monitoring and tracking the types and quantities of waste produced across projects to ensure accurate data and effective management.
  • Identifying and assessing alternative service providers to serve as a backup for medical waste management, ensuring continuity in case of service disruption.
  1. Vector Control:
  • Conducting close follow-up and monitoring of vector control activities across all facilities within the mission, in collaboration with a validated vector control service provider.
  • Ensuring that all vector control products used are validated and comply with MSF standards, and that all procedures are implemented in accordance with MSF protocols, particularly within medical facilities.
  1. Water Treatment:
  • Ensuring water chlorination is consistently implemented and monitored across all project sites, including offices, bases, and health facilities.
  • Training field teams on proper chlorination procedures to ensure safe water quality and adherence to MSF standards.
  • Maintaining accurate records of chlorine consumption in each project (kg/month) and monitor daily water consumption per facility (liters/day) to ensure efficiency and sustainability.
  1. Drugs Destruction:
  • In collaboration with the medical team, ensuring close follow-up on the destruction of expired drugs, in full compliance with established procedures.
  • Ensuring that standard operating procedures (SOPs) for the destruction and documentation of expired medications are in place and properly implemented.

 

Support for Upcoming Assessments and Interventions:

  • Supporting the medical team, in collaboration with Logistics Team Leaders, in conducting WASH-related assessments of health facilities to identify needs and gaps.
  • Proposing appropriate WASH interventions aligned with the medical and operational project strategy and ensure proper follow-up during implementation to maintain quality and effectiveness.

Technical Support & Infection Control:

  • Advising medical teams on environmental and behavioral risk factors, design solutions to control infection risks, and integrate Watsan measures into clinical protocols
  • Representing logistic team in the IPC committee members in all MSF health facilities through participating in IPC committee meetings.

 

Reporting, and Networking:

  • Preparing and submitting monthly WASH activity reports to the line manager, including clear analysis of progress and challenges. Reports are accompanied by relevant follow-up tools and data.
  • Representing the organization in national and sub-national WASH sector meetings, ensuring meeting minutes are documented and shared with the Logistics Team Leader (LTL) and Logistics Coordinator (LogCo).

 

Human Resource & Team management:

 

  • Supporting the Human Resources team in the recruitment of local Water and Sanitation (WatSan) staff by participating in the development of job profiles, conducting interviews, assisting in candidate selection, and ensuring that recruitment processes align with organizational standards and project needs.
  • conducting effective training and coaching for field logestics teams including development and implementation of individual capacity building plans, regular on job coaching sessions, followup to ensure smooth and consistent implementation of WASH activities, including chlorination, water tank cleaning, water dispenser sanitation, and related tasks.

 

Planetary Health:

  • Identifying and engaging with recycling companies for various recyclable materials within the mission, ensuring service agreements are established and signed.
  • Proposing and promoting strategies to reduce MSF’s environmental footprint, including minimizing waste production and enhancing recycling efforts for paper, plastic, and general healthcare waste.

Requirements

Education           

Essential: Academic background in Engineering or an equivalent relevant training

Desirable: Watsan in Emergencies Training within MSF is strongly recommended

 

Experience          

Essential: Previous experience in technical aspects of water and sanitation works.

Essential: Minimum of 6-months of hands-on field WHS professional experience in a humanitarian or international development setting

Essential: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)

Desirable: public health engineering background or experience

 

Languages           

Essential: Full professional proficiency using the Arabic and English Language.

Desirable: Elementary to limited professional proficiency using the French Language.

 

Knowledge         

Essential: Intermediate to Advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
