Project Monitoring And Reporting Officer

Program Title:  Strengthening mental health and psycho-social support in Palestinian camps and gatherings for children, women and families affected by the Syrian refugee crisis   Position: Project Monitoring and Reporting Officer  1.       Background MAP works for the health and dignity of Palestinians living under occupation and as refugees. In response to the current humanitarian refugee crisis in Lebanon, MAP is currently recruiting a Monitoring and Reporting Officer to assist in project monitoring, data management and reporting in the frame of a Mental Health and Psychosocial Support Project implemented in partnership with UNRWA and several international and local NGOs.   The project aims to mitigate the impact of war and displacement and contribute to strengthening resilience, healthy development and positive coping mechanisms among Palestinian refugee women and children from Syria, their families and the host Palestinian community. The project integrates a Gender Based Violence prevention and response component.   2. Objective of the position: To assist MAP’s MHPSS Project Coordinator with project monitoring, data collection and reporting tasks, in line with MAP and donor’s standards, guidelines and reporting requirements   3. Key tasks and responsibilities: The Monitoring and Reporting Officer will work under the supervision of MAP’s MHPSS Project Coordinator, to whom he/she will report. Regular monitoring visits to the project locations. Support MAP’s Project Coordinator and Director of Programmes with developing an integrated, comprehensive project monitoring plan, suited to capture and measure qualitative and quantitive key performance indicators Assist partners with developing/maintaining effective project monitoring mechanisms and tools; Ensure systematic and timely collection, collation and analysis of project data from the field; provide technical support to partners as required; Ensure timely and accurate monthly reporting through the online Activity info platform; Assist Project Coordinator with the timely preparation of monthly and quarterly narrative project reports, internal and to the donor; Assist Project Coordinator in facilitating communication, coordination and networking among all project partners and with other MHPSS stakeholders; Support other tasks within MAP’s MHPSS project and wider emergency response program as needed. The position is subject to availability of funds. Applications will be reviewed on a rolling basis until a suitable candidate is appointed. Early application is strongly encouraged. 4. Time-frame The Reporting Officer is a full-time position (5 days per week). Start date: 1st January 2017, end date: 31st December 2017. The start date is subject to availability of funds.   5. Duty station and travel arrangements Beirut –based, with frequent travel to the field (Palestinian refugee camps and gatherings across Lebanon).    6. Line Managing The Reporting Officer will report to the MPHSS Project Coordinator   7. Person specifications Strong work ethics and commitment to MAP’s goals and values Strong proficiency in Arabic and English (with strong report writing skills in English); Proficient in Ms Office - word processing, spread sheets, etc. Experience in Monitoring and Evaluation and Reporting roles, preferably in the area of MHPSS and/or GBV prevention and response Demonstrable experience of partnership work and support to local NGOs, preferably in the Palestinian Camps Excellent organizational/analyzing/reporting  skills Excellent communication skills and problem solving Goal-oriented; attention to detail with strong follow up Team oriented, with ability to work efficiently independently. Flexible and responsive to program challenges, with willingness to take on additional tasks as needed. Driving license and ability to drive in Lebanon Previous experience of emergency response projects is an asset Knowledge of Project Cycle Management approaches, methodologies and tools is an asset   8.
