Organization Profile:

MENA Rosa is the first regional network dedicated to women in all their diversity (WiTD), in particular women living with and affected by HIV (WLHIV) in the Middle East and North Africa.

MENA Rosa’s mission is to support and empower women and girls in their diversity, those living with HIV, women and girls at high risk of infection: as well as their families and partners through the development of their leadership, the promotion of effective participation in response, advocacy, networking, awareness-raising, and resource mobilization to ensure their rights, universal and equitable access to care, treatment, support, prevention and better quality of life. The network was launched in 2010 and is currently made up of a regional secretariat based in Beirut, working hand in hand with Focal Points in 10 countries making up the Middle East and North Africa region (Tunisia, Morocco, Algeria, Lebanon, Jordan, Egypt, Sudan, Yemen, Oman, Bahrein). MENA Rosa’s Focal Points are WLHIV who support and advocate for WiTD in their own country, providing them care, support and prevention services.

 

Project Overview:

LEARN MENA is the first project to explore and address the linkages between gender based violence and HIV in the MENA region that was led by, with, and for women living with and affected by HIV. The implementation was done through participatory community dialogues and awareness raising workshops designed and led by women in their diversity, women understood the root causes of violence and HIV.

In parallel, national stakeholders’ meetings in Lebanon, Egypt, Jordan, Tunisia and Morocco, were held to generate in-depth understanding of the interlinkages between Gender-Based Violence (GBV) and HIV and mobilize their support for advocacy and programmatic responses.

 

Objectives:

Under the Global Fund grant to Fight AIDS, TB, and Malaria (GFATM) grant “HIV: Sustainability of Services for Key Population in MENA region”, Nadoum programme, MENA Rosa is seeking a short term regional consultant to identify and meet with national and regional key stakeholders and develop a position statement. This will be conducted in collaboration with MENA Rosa’s Focal Points in Lebanon, Egypt, Jordan, Tunisia and Morocco in order to further advance capacities to voice and mainstream the interlinkage between Gender Based Violence (GBV) and HIV. Implementation phase starts in September 2022 and ends in December 2022.

 

Scope of Work:

  • Identify national and regional key stakeholders which includes governmental and non-governmental entities and national networks focusing on WiTD and WLHIV as well as with UN Agencies (UNAIDS, UN Women, UNFPA etc.) in Lebanon, Egypt, Jordan, Tunisia and Morocco.
  • conduct virtual and/or physical meetings with national and regional key stakeholders in the MENA region.
  • mobilize key stakeholders to lobby for mainstreaming the interlinkage between GBV and HIV; and
  • develop a position statement and endorse it by national key stakeholders for future lobbying and advocacy with decision makers.

 

Required Experience and Qualifications:

  • The consultant shall have an extensive knowledge on the socio-cultural context of WiTD and WLHIV community in the MENA region,
  • proven thematic expertise on Gender and HIV,
  • proven experience in developing position statements; and
  • extensive knowledge on the Sexual and Reproductive Health and Rights sector in Lebanon, Egypt, Jordan, Tunisia and Morocco.
