Organization Profile:
MENA Rosa is the first regional network dedicated to women in all their diversity (WiTD), in particular women living with and affected by HIV (WLHIV) in the Middle East and North Africa.
MENA Rosa’s mission is to support and empower women and girls in their diversity, those living with HIV, women and girls at high risk of infection: as well as their families and partners through the development of their leadership, the promotion of effective participation in response, advocacy, networking, awareness-raising, and resource mobilization to ensure their rights, universal and equitable access to care, treatment, support, prevention and better quality of life. The network was launched in 2010 and is currently made up of a regional secretariat based in Beirut, working hand in hand with Focal Points in more than 11 countries making up the Middle East and North Africa region (Tunisia, Morocco, Algeria, Lebanon, Jordan, Egypt, Sudan, Yemen, Oman, Bahrein and Iran).
Position Summary:
MENA Rosa is seeking a candidate for a part-time Monitoring, Evaluation and Learning (MEL) Officer based in Lebanon. Under the supervision of the Regional Coordinator, the MEL officer will be responsible for developing a Monitoring, Evaluation and Learning Plan for MENA Rosa’s governance and activities, within the MEL framework pre-set by MENA Rosa.
Position Tasks and Responsibilities:
- Data Collection and Sharing:
- Update the tracking tables with relevant data collection systems for the projects under implementation.
- Collect and monitor data regularly for all activities against pre-set indicators and capture the effectiveness of the project/activity including lessons learned and success stories.
- Monitor/analyze strengths, weaknesses and gaps in existing projects/activities.
- Review existing data collection tools for the current projects and activities.
- Liaise with relevant staff and MENA Rosa Focal Points to ensure regular and timely information flow.
- Monitoring, Evaluation and Learning Framework:
- Update the log frame, including indicators, development of outputs and outcomes, as well as projections and assumptions.
- Strengthen MENA Rosa’s approach to MEL according to the pre-set MEL framework, including adoption of standardized indicators, indicator tracking tools, evaluation approaches and learning process.
- Provide additional analysis of data and information on different variables when needed.
- Prepare and review MEL work plans on regular basis.
- Prepare an evaluation questionnaire for the Focal Points.
- Monitor all project activities and progress towards achieving the project output.
- Keep abreast of new approaches and tools on M&E, in particular outcome harvesting methodology.
- Reporting:
- Update the existing reporting system across the network to ensure consistency and compatibility of information formats.
- Provide inputs, information and statistics for quarterly, annual and other reports to the Regional Coordinator.
- Assist in drafting the annual final report according to donor’s requirements, or any other reports on the findings and lessons learned from project innovations.
- Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.
- Share and discuss MEL findings and compiled data with relevant program staff.
Competencies:
- Bachelor’s degree in Statistics, Business Administration, Data Science, Human Science, or other relevant field.
- A minimum of 2 years of M&E experience in an NGO, including, but not limited to, outcome harvesting.
- Fluency in spoken and written Arabic and English, including report writing skills. French is an asset.
- Strong communication skills.
- Ability to plan and prioritize tasks and work under pressure.
