Area Manager

GENERAL POSITION SUMMARY: The Area Manager is responsible for Mercy Corps’ overall programming and operations in North Lebanon.  S/he will serve as the focal point for all relationships with local partners, government, international organizations, etc. and represent Mercy Corps at key coordination meetings, workshops, and events.  S/he will oversee field-based project teams working on program implementation by supporting and guiding their work to meet key deliverables.  This will involve significant community mobilization to build key relationships and trust to enable Mercy Corps to work in North Lebanon.  The Area Manager will lead assessments and other information collect to inform future programming, as well as advise on strategy and program development related to new project design and proposal writing.  ESSENTIAL JOB FUNCTIONS: Area Operations Oversee all operations related to Mercy Corps’ activities in North Lebanon, including administration, transportation, security, and programming; Represent Mercy Corps at UN and NGO coordination meetings, events, and workshops related to North Lebanon to build strong relationships with key government, organizational, and international actors; Track security developments in North Lebanon and advise on staff movement; Conduct community-level meetings with stakeholders to identify needs and opportunities for interventions, may include conducting needs assessments and other information collection exercises to inform future programming; Advise Mercy Corps to inform its humanitarian and development strategy for North Lebanon and contribute to program development, including concept and proposal writing and review; Ensure close coordination with relevant governmental bodies and organizations implementing emergency and development response in the North;   Program Management Develop work plans and implementation strategies for short-term income support and youth social cohesion project in North Lebanon to ensure overall project targets and deliverables are achieved on time, as well as all other Mercy Corps’ projects focused on North Lebanon; Contribute to municipality project through coordination with Program Manager and oversight of Project Officer; Facilitate implementation of conflict management project by working with local partners, organizing training working, and following-up on community-level activities; Provide direct managerial support by overseeing daily tasks of field-based staff to ensure they are efficiently completing their tasks based on work plan, supporting them with problem-solving and trouble-shooting as needed Establish and oversee monitoring and evaluation mechanisms to document program successes and challenges, ensuring information is shared with Beirut office to complete required reporting, as well as activities are adjusted activities to improve programming to maximize impact and benefit to community; Support local partners and build their capacity to effectively implement program activities; Coordinate closely with the Beirut office and its relevant administrative and finance staff to ensure proper logistics, administration, human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program.
