Program / Department Summary
Working in Lebanon since 1993, Mercy Corps partners with the private sector, local communities, civil society, and local government to foster social cohesion and strengthen market systems. At times, Mercy Corps responds to humanitarian and protection needs directly. The team consists of over 110 members working across four offices across the country. Mercy Corps Lebanon is currently funded by AFD, the Government of the Netherlands, Global Affairs Canada, the US Government, and the European Union. As the effect of the multi-dimensional crisis affecting Lebanon for the past two years becomes increasingly dire for the population, Mercy Corps is currently pivoting to bring a greater focus on agriculture and food security. In addition to the current work with micro, medium and small enterprises, the team is also looking at ways to help communities maintain a degree of stability through these challenging times, through support to local governance and access to renewable energy.
General Position Summary
The Human Resources Manager (HRM) leads the management of Human Resources for Mercy Corps (MC) programs & all supporting departments in Lebanon. The HRM develops and implements an HR strategy that effectively supports the MC Lebanon team. The HRM ensures compliance with donor regulations, legal requirements, and Mercy Corps’ internal policies and procedures. The HRM is part of the Senior Management Team in country.
Essential Job Responsibilities
HR Management
- Develop and monitor the overall HR strategies, systems, and procedures across the organization
- Ensure that the HR standards are applied at the country level by monitoring the proper implementation and execution of the Employee Handbook, the Internal Regulations, the Recruitment Policies, and Procedures, etc.
- Ensure the recruitment of national team members adheres to the standard Recruiting Guidelines and Procedures of Mercy Corps Lebanon’s Employee Handbook, the Bylaws, and the Global MC Standards
- Make sure that fair and equitable selection and compensation decisions are made during the recruitment process, track and ensure progress against Mercy Corps’ commitment to equity, inclusion, and diversity, while helping raise awareness within the organization about the same
- Ensure that the process of employees performance reviews (annual and probationary reviews) is duly implemented
- Assist supervisors in tracking professional development goals are captured, collated, and supported from performance reviews
- Identify and/or arrange for training and/or other human resource development activities for the organization
- Oversee the designing, updating, and delivery of the Organization Chart to each program team
- Coach and develop the HR team to grow their skills
- Train and develop team members and managers in the organization to operate HR processes and systems effectively
- Oversee the filing system and ensure it is compliant with MC standards. (Soft copies and on the HCM)
- Oversee the monthly submission of timesheets for all team members including PAFs and changes in employment status
- Oversee the updates and timely implementation of the monthly orientation sessions & onboarding sessions to the new joiners
- Contribute to and coordinate closely with the Community Accountability Reporting Mechanism (CARM) focal point to ensure cases are clearly communicated and necessary actions can be taken
- Contribute to and coordinate closely with the Safeguarding focal point to ensure safeguarding standards and expectations are communicated, well understood, and adhered to by all team members
- Ensure that MC support services, i.e., Employee Assistance Programs,, professional skills training (mandatory and optional) are well communicated to, understood, and easily accessible to team members
- Be ready to serve as a confidential advisor for team members with questions about policies, procedures, personal or professional issues, etc. and to refer them, when needed, to the relevant department, focal point, service, or other as appropriate
- Ensure proper termination of team members according to MC Lebanon policies & procedures and compliant with Lebanese Labor Laws
- Advice & liaise the disciplinary and termination meetings with the SMT
- Oversee the process, the development of the HR system, and its implementation
- Seek advice from Mercy Corps’ legal advisor and follow up on all official personnel-related matters
- Lead and coordinate the expatriate staff formalities’ application residencies and work permits and oversee the process and tracking of the visa applications and visa renewals, ensuring timely reminders of approaching deadlines

Knowledge, Experience & Success Factors
- Bachelor’s degree or equivalent in relevant field
- Excellent written and spoken English
- Previous experience leading the HR department of large teams (100 staff +)
- INGO experience preferred
- Outstanding leadership and communication skills
- Ability to navigate difficult circumstances with a calm demeanor and in a methodical, analytical manner
- History of exhibiting impartial, ethical, and empathetic behavior in the workplace
- Approachable, discreet, and confidential
- Extensive knowledge and understanding of local community and culture
- Demonstrate sound judgment
Living Conditions / Environmental Conditions
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/STA to a field posting.
