The Program / Department / Team
Working in Lebanon since 1993, Mercy Corps partners with the private sector, local communities, civil society, and local government to foster social cohesion and strengthen market systems. At times, Mercy Corps responds to humanitarian and protection needs directly. The team consists of over 110 members working across four offices across the country. Mercy Corps Lebanon is currently funded by AFD, the Government of the Netherlands, Global Affairs Canada, the US Government, and the European Union. As the effect of the multi-dimensional crisis affecting Lebanon for the past two years becomes increasingly dire for the population, Mercy Corps is currently pivoting to bring a greater focus on agriculture and food security. In addition to the current work with micro, medium and small enterprises, the team is also looking at ways to help communities maintain stability through these challenging times, through support to local governance and access to renewable energy.


The Position
The Human Resources Officer’s main role is to ensure the proper and timely implementation of Mercy Corps Lebanon’s standards and policies for Human Resource Management of staff. S/he provides support in the various human resource functions, which include recruitment, staffing, staff administration, and performance monitoring.


Essential Responsibilities
Recruitment

  1. Ensure guidance on all HR related policies and procedures
  2. Handle the recruitment process for junior levels in coordination with the Senior HR Officer
  3. Extend and negotiate Offer Letters to selected candidates in coordination with the senior HR Officer
  4. Prepare contracts and addenda, along with the required documents as per MC Policies and Procedures
  5. Maintain and update the HR database
  6. Facilitate MC Lebanon’s orientation for the new hires in coordination with all Line Managers
  7. Follow up on the timely submission of the performance & probationary reviews
  8. Update MC Lebanon’s org charts on a monthly basis in coordination with the Senior HR Officer

Personnel

  1. Maintain & update Personnel file information as per Mercy Corps Lebanon standards
  2. Send out monthly reminders to team members and supervisors regarding: Leave accruals and end of contracts
  3. Assist the Senior HR officer when processing the timesheets at the end of each month
  4. Assists the Senior HR Officer with the registration of the NSSF and Insurance as requested
  5. Authenticate team member contracts with stamps for the ministry of finance and maintain the stamps sheet to be reviewed by the Senior HR Officer & the finance department
  6. In coordination with supervisors, send end of contract notices to team members
  7. Ensure all HR documents are compliant with MC Global standards, namely, signatures and deadlines
  8. Assist the Senior HR officer in filling the forms related to NSSF & MoF for new joiners and leaving

General:

  1. Conduct both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission
  2. Provide all new joiners with the needed documents, new memos, and to ensure a smooth onboarding
  3. Support in processing the interns' timesheets on a monthly basis in coordination with the Finance department
  4. Other duties as assigned

Works Directly With: All Program, PAQ, Operations & Finance Teams

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. We are committed to actively

Minimum Qualification & Transferable Skills

  • Bachelor’s degree or equivalent in Human Resources Management or Public Administration or another relevant field
  • Minimum 3 years of experience in the HR sector, preferably in INGO
  • Good understanding of the Lebanese Labor Law, recruitment practices and Performance Management
  • Well organized and detail-oriented
  • Excellent oral and written communication skills
  • Proficient in MS office is mandatory
  • Excellent in English, written and spoken is mandatory
