Information Management Coordinator

PROGRAM/DEPARTMENT SUMMARY: Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, Iraq, Egypt and Libya. Working in Lebanon since 1993, Mercy Corps has been running community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they have emerged. Recently, the program portfolio has expanded in response to the massive refugee influx from Syria, including grants from UNICEF, the European Commission, Canadian and American governments, and private foundations.    The conflict that began more than four years ago in Syria has resulted in a steady increase of Syrian refugees to Lebanon, Jordan, Iraq and Turkey.  To date, more than one million refugees have fled to Lebanon. As numbers have continued to increase, humanitarian conditions are deteriorating.  The burden on host communities and the financial and emotional stress on refugees and their hosts is tremendous. Mercy Corps is responding to these needs by addressing urgent basic needs, child protection as well as the psychosocial impact of the conflict and displacement.  At the same time, Mercy Corps’ programmatic focus is on mitigating social tensions between hosts and refugees, particularly over economic resources, by addressing both livelihood opportunities, conflict mitigation capacity and local government capacity.   GENERAL POSITION SUMMARY The primary function of this role is to coordinate the development of systems, processes and tools for data collection, processing, storage/archiving and dissemination/ sharing. The role directly contributes to the quality assurance of Mercy Corps’ programming, including through ensuring lessons  learned and best practices are shared across the various sectors and program teams. The Information Management Coordinator reports to the Program Development and Quality Manager, and will work closely with Sector Leads, Program Managers, field-based M&E staff and local partners.     ESSENTIAL JOB FUNCTIONS: INFORMATION MANAGEMENT – STRATEGY Lead the analysis of internal information systems and processes, and the improvement thereof to help address bottlenecks and ensure smooth and efficient communication across teams Coordinate the development of Minimum Standards and SOPs for information management Assist in developing review and learning processes (eg. beneficiary complaints mechanisms, feedback loops, lessons learned documentation and sharing, etc.) Work closely with Reporting and Proposal Coordinator and Communication and Media Coordinator to ensure the shared drive is kept up-to-date, including: PM@MC tools and Mercy Corps’ Minimum Standards Assessment, Lessons Learned and Evaluation Reports External statistics, reports, research etc. relevant for program development Participate in internal office coordination and planning meetings and workshops Support the Program Development and Quality Unit with other tasks as assigned   DATABASE MANAGEMENT Lead on the development and maintenance of gender-sensitive systems and tools for Data Management, including collection, entry, verification and  analysis, in close cooperation with Sector Leads, Program Managers, field-based M&E staff and Director of M&E to help facilitate timely information updates, data quality assurance, and sharing of information and learning Ensure that above systems and tools are synchronized and harmonized, as well as aligned with external reporting requirements, such as Donor indicators and ActivityInfo, as well as internal agency reporting systems, to help inform decision-making processes and adaptive management Assist in developing assessment tools Lead on development of and support for mobile data collection hardware and software Train and support Mercy Corps and local partner staff in data collection and data entry methods Generate statistical reports (tables/ graphs) and maps regularly and as necessary for internal and external audiences, in particular for donor reporting Support Sector Leads and Program Managers with data analysis as requested Work closely with Media and Communications Coordinator and Reporting and Proposal Coordinator to produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfill internal and external reporting requirements Review or edit data in reports as requested and required   OTHER Participate in and support internal office coordination and planning meetings and workshops; Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy; Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities; Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission; and Support the Program Development and Quality Unit with other tasks as assigned;   SUPERVISORY RESPONSIBILITY: None REPORTS DIRECTLY TO: Program Development and Quality Manager WORKS DIRECTLY WITH: Reporting Coordinator, Media and Communications Coordinator, Sector Leads, Program Managers, field-based M&E staff and local partners.     KNOWLEDGE AND EXPERIENCE Minimum three years of collecting and analyzing data (quantitative and qualitative methodologies) and producing reports in humanitarian and/ or development contexts Excellent skills in writing and maintaining database design and documentation and operating manuals and SOPs Demonstrated experience of Microsoft EXCEL and/ or Microsoft certifications in ACCESS or SQL Server Experience from working with I/NGOs highly desirable, including sound knowledge of Monitoring and Evaluation systems and donor reporting Experience in training project personnel in the use of database management software applications Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with Mercy Corps and after the contract ends Strong organizational and analytical skills, and ability to work independently and take initiative under pressure in a rapidly changing, multi-cultural context, whilst adhering to strict deadlines Must work well as a member of a team.  Ability and willingness to travel regularly to the field Fluency in spoken and written English; Arabic highly desirable   SUCCESS FACTORS The successful Information Management Coordinator will be bright, energetic, hard-working and eager to learn.  S/he will take a deep personal interest in humanitarian and development assistance.  S/he will have a strong commitment to teamwork and accountability.
