The Program

The NGO Network is a coordination body of non-profit organizations working in the Middle East. The key focus of its members is to support local NGOs and their role within the humanitarian response. The implementation mechanisms include remote management modality. The NGO Network is led by its Steering Committee and managed by the Representative. Currently the NGO Network Secretariat looks for staff to support with information management services.

The Position (General Position Summary)

The Information Management Senior Officer will be responsible for supporting the efforts of the NGO Network Secretariat through the management, collection and safe internal information sharing within a low-profile context of operations. He/She will improve digital systems and regularly gather data from the NGO Network membership. The Information Management Senior Officer will analyze data and visualize it, provide maps, snapshots, and factsheets. The role requires self-reliance, leadership, creativity, and a strong ability to build trustworthy relationships, adhere to confidentiality.

Safeguarding Responsibilities:

  • Actively learns about safeguarding and integrates it into their work including with external stakeholders and direct reports if applicable

Essential Responsibilities

DATA COLLECTION AND MANAGEMENT

  • Design, set up, and manage data tracking systems for the NGO Network. Safely store and archive data.
  • Prepare and manage the technical side of NGO Network membership surveys and other data collection mechanisms (including collection of 5Ws); collect the data on a regular basis.
  • Daily maintain, manage, and update of NGO Network contacts and mailing lists and other inhouse databases including working groups’ mailing lists.
  • Provide recommendations for safe data collection, storage and communication taking into consideration security risks.
  • Support new members’ registration process.
  • Prepare and manage the technical side of safe online meetings of the NGO Network.
  • Ensure timely response to technical inquiries from staff and members.
  • Establish strong working relationships with all NGO Network members to facilitate effective collaboration, communication, and data management.
  • Liaise with NGO coordination fora from the region and other countries to understand, promote, and incorporate best practices for information management.

DATA ANALYSIS AND VISUALISATION

  • Design and create data visualizations, maps, snapshots, factsheets, PowerPoint presentations related to NGO Network presence and activities.
  • Ensure timely response to members’ data requests in a confidential manner.
  • Coordinate regularly with NGO Network Secretariat staff and the Steering Committee to provide updates and discuss data and information gaps, challenges, and needs.

COMMUNICATION

  • Work to ensure secure and appropriate information sharing among the NGO Network membership.
  • Assist in building effective communication modalities among the membership of the NGO Network taking into consideration low-profile context of operations.
  • Collect information, put together and disseminate weekly Newsletters.
  • Manage communication and invitations to scheduled NGO Network working groups’ meetings.
  • Serve as a technical adviser for the design of external communication documents.
  • Identify and compile information for the NGO Network donor reports and contribute to reports submissions.

RISK MANAGEMENT

  • Support ongoing definition of current risks related to information sharing within the coordination network.
  • Engage and support NGO Network and its members to ensure that adequate information management risk systems are in place.
  • Support the NGO Network to enhance safe information exchange.
  • Contribute to the NGO Network Secretariat revision of the common agreement among the membership in terms of information sharing and confidentiality.

Reports Directly To: NGO Network Representative

Works Directly With: Liaise with the NGO Network membership, the Steering Committee, and the Civil Society Engagement Coordinator

Minimum Qualification & Transferable Skills

  • Demonstrated 4-5 year-long experience in Computer Science, Software development, IT, Software Engineering, or related field.
  • Demonstrated strong experience in electronic data processing, information management systems and systems analysis.
  • Proven experience in creation of IM products as surveys, snapshots, maps, factsheets, dashboards.
  • Demonstrable experience in data collection, storage, analysis, visualization and communication tools development for a coordination network or a similar body.
  • Demonstrated skills in MS Office, Google apps, Adobe Creative Suite, ArcGIS/ QGIS, KoBo Toolbox and/or similar tools, etc.
  • Experience in simple data coding is a strong asset.
  • Strong experience and knowledge of IT network and information security and ability to provide advice and design the safest data collection and communication measures.
  • Able to quickly build trustworthy relationships and adhere to confidentiality.
  • Good interpersonal skills and ability to work in a low-profile context.
  • Experience in working with networks, consortia, or other group settings is an asset.
  • Strong analytical and problem-solving skills.
  • Attention to details, accuracy timeliness in executing assigned responsibilities.
  • Ability to work independently, self-starter, champion of the new initiatives, action oriented.
  • Ability to communicate effectively with a diverse group of stakeholders.
  • Experience in Information Management within the NGO sector and working with both International and local NGOs is an asset.
  • Fluent in written/spoken English and Arabic.
  • Willingness to sign information confidentiality agreement.

Success Factors

The successful candidate will be able to support safe communication systems within the group of NGOs, and help NGOs to collect, store and analyze its data for benefits of coordination. Trust building skills and ability to keep information confidential is key in this role.
