MEL Officer

ESSENTIAL JOB FUNCTIONS:

Monitoring and Evaluation:

  • Coordinate with the Program team and MEL advisor to support the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of project outputs and quality;
  • Assist in designing and conducting assessments and evaluations;
  • Produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfill internal and external reporting requirements and advocacy purposes;
  • Assist in tracking the implementation of partner MEL activities, including baselines, endlines, post-distribution surveys, etc. as specified by partners’ indicator plans;
  • Assist in developing and maintaining digital filing systems for MEL tools and documentation;
  • Participate in the facilitation of meetings/workshops/trainings to help increase the capacity of local staff and implementing partners in planning and implementation of programs.
  • Assist in any other task or duty assigned by the supervisor.

Data Management:

  • Coordinate with partner organizations to ensure data is collected on time and reported in a timely manner;
  • Review partner data and reports, including conducting extensive data cleaning and verification on a regular basis;
  • Contribute to understanding of and support for mobile data collection hardware and software;
  • In coordination with the Program Officers, update and maintain the program database;

Team & Partner Capacity Development

  • Support the Capacity Development Advisor and MEL Advisor in rolling out partner-specific MEL capacity development plans;
  • Support in designing and implementing methodologies to measure change resulting from capacity development.

Representation and Coordination

  • As required by the supervisor, represent Mercy Corps at donor meetings, and government and sectoral coordination forums/meetings.

KNOWLEDGE AND EXPERIENCE:

  • Degree in social sciences, development, international relations, statistics or related field.
  • 2-3 years of experience, ideally working in a humanitarian or development context.
  • Experience in data collection and data management.
  • Demonstrated experience with the MS Excel and other MS Office software (i.e., Word and PowerPoint) is required.
  • Experience with mobile data collection tools.
  • Understanding of common research methodologies and practices.
  • Experience with both quantitative and qualitative data analysis.
  • Demonstrated experience in emergency response programming in highly insecure environments.
  • Demonstrated capacity to collaborate closely with INGOs, national NGOs and Community Based Organizations.
  • Initiative and the ability to learn quickly and independently.
  • Commitment to a high level of confidentiality with sensitive information.
  • Arabic and English language, written and spoken, are essential; Excellent written Arabic is preferable.
  • Experience with statistical packages – SPSS, Stata, R, etc. (preferable).
