GENERAL POSITION SUMMARY:
The Monitoring, Evaluation, Quality and Reporting (MEQR) Officer will assist the Program Manager in overseeing the implementation of monitoring, evaluation and reporting processes for a program funded by the Bureau of Population, Refugees, and Migration (BPRM) to support water, sanitation, and hygiene (WASH) programming in the Governorates of Bekaa, Mt Lebanon, South Lebanon. This position reports directly to the Program Manager and is responsible for managing all aspects of monitoring and evaluation of program delivery and reporting, and with a specific focus on program Information Management systems. S/he will work closely with other program staff, including project based M&E Officers and the Mercy Corps Lebanon M&E Team, to develop a mechanism for implementation and regular monitoring and updating project M&E Plans (Indicator Plans). The incumbent will be the focal point for Mercy Corps Lebanon’s WASH Information Management (IM) component, which will include, among other tasks, leading field surveys and assessments, managing project databases, developing maps and reports.
ESSENTIAL JOB FUNCTIONS:
Assist the Program Manager and the Mercy Corps M&E Team to develop an assessment strategy, provide training for field and data entry staff, control the information management process from data input to data storage, perform analysis of field results and report on assessment outcomes. Assessments to be included are; baseline studies (as required), Knowledge, Attitudes and Practices (KAP) surveys, post distribution monitoring (PDM) and other surveys as required;
Manage Mercy Corps WASH Information Management framework including data input, data storage, analysis and reporting. Lead inputs to UN Activity Info system as required.
Assist the Program Manager to develop a targeting strategy to identify potential beneficiary households by producing maps of identified localities;
Provide technical support to project based M&E Officers in the development of tools and strategies of project activities for monitoring project impact, per Mercy Corps Monitoring, Evaluation, and Learning and in accordance with existing related guidelines (HAP, SPHERE and donor regulations);
Assist the Program Manager in preparing required documentation to adhere to Mercy Corps’ Program Management Minimum Standards as per the PM@MC methodology;
Assist Project Manger/s in the preparation of monthly reports and other donor based reports or organizational based notes through collection and analysis of field data/information;
Representation and Coordination
Represent Mercy Corps at the WASH cluster meetings as and when requested by the Program Manager;
Liaise with local officials including the Local and the Regional Water Utility, Sanitation Utility, local NGOs and project partners, and other community members to ensure support for and acceptance of Mercy Corps projects when requested by the Program Manager;
Participate in internal office coordination and planning meetings and workshops.

Apply Do No Harm standards in the monitoring process to ensure activities do not have detrimental affects on vulnerable communities;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;

ACCOUNTABILITY:
SUPERVISORY RESPONSIBILITY: Technical supervision of relevant M&E Officers
REPORTS DIRECTLY TO: Program Manager
WORKS DIRECTLY WITH: Program, M&E and Operation Teams, as well as Regional WASH Advisor
KNOWLEDGE AND EXPERIENCE:
BSc or Master’s Degree in relevant fields.
At least three years of experience working on international development and/or humanitarian issues.
Demonstrated capacity to plan conduct field assessments with associated management of data/information, analysis and reporting.
Demonstrated capacity in management of Information Management Systems. Experience of working on UN Activity Information systems will be an asset.
Demonstrated capacity to collaborate closely with INGOs and national NGOs. Familiarity with international humanitarian operations, coordination structures, and the mandates of UN agencies, and other NGOs.
Proven ability to work cooperatively with colleagues of other departments in a team environment, with a diverse group of national and international staff.
Understanding of participatory methodologies for project design, implementation and evaluation.
Information management proficiency, including the use of mapping tools.
Knowledge of humanitarian standards and codes, including SPHERE and HAP.
Essential: fluent written and spoken English.
Desirable: written and spoken Arabic.
Must be willing to travel throughout Bekaa Valley, Mt. Lebanon and South Lebanon.

An ability to creatively problem-solve, to juggle multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations are also essential, as is patience, tenacity, and a good sense of humor.
