GENERAL POSITION SUMMARY
Working under the direction of the Program Manager, the Tripoli-based Project Manager will be responsible for planning, monitoring, coordinating, and supervising the implementation of the project in the Minnieh region. S/he provides structured oversight of field-based staff to achieve project targets. Moreover, s/he is at the forefront of the engagement with municipalities, Union of Municipalities, Qaimaqam, Community Councils, stakeholders, and other government actors. S/he is responsible for coordinating with, partners, international and national NGOs at the local/regional level.
ESSENTIAL JOB FUNCTIONS
Project Management
Manage implementation of INTAJ 3 in the Minnieh region, including oversight of governance and solid waste management activities
Be the forefront of the engagement with municipalities, Union of Municipalities, Qaimaqam, stakeholders, and other government actors;
Lead outreach, scoping, assessment and capacity building for solid waste management and recycling (SWM/R),
Ensure the proper induction of workshops for municipalities and Unions of Municipalities taking into consideration all aspects of planning and organization;
Ensure Mercy Corps’ Program Management Minimum Standards are maintained while coaching staff to learn and apply these standards;
Oversee the successful implementation of program activities, ensuring that teams are following work plans, that activities are on schedule, and that program deliverables are met;
Conduct regular monitoring of project activities and project impact per Mercy Corps Monitoring, Evaluation, and Learning and in accordance with existing related guidelines and donor regulations;
Contribute to data collection tools and mechanisms ;
Actively participate in the preparation of tender and contracts, including technical specifications of works to be performed by contractors and sub-grantees;
Work closely with local partners and participate in partner assessment and selection;
Ensure that communities are informed about our programs and what we do, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs to build the program’s acceptance to facilitate implementation of activities;
Support program manager to maintain effective reporting, monitoring and evaluation systems for both internal and external use;
Troubleshoot any problems encountered at the field level or with other staff members and report directly to Program Manager;
Highlight opportunities for gathering success stories from the field;
Ensure donor visibility manifested in all circumstances;
Ensure well organized projects openings and launching;
Highlight opportunities for resource mobilization and support in drafting concept notes.
Team Management
Provide technical direction and advice and develop work plans in collaboration with the North field team
Develop and implement a comprehensive plan for staff and local partner capacity building in collaboration with the Governance and SWMR component leads;
Provide overall supervision for team members and ensure day to day management support at the office level;
Mentor team to identify solutions and build capacity to independently take on work responsibilities;
Ensure proper division of roles and responsibilities among the project team members;
Coordination and Representation
Represent Mercy Corps at local coordination meetings;
Liaise with local officials including heads of Unions of Municipalities, heads of municipalities, Chambers of Commerce, local NGOs and INGOs, project partners, key community leaders, SMEs, and other relevant stakeholders to ensure successful deliverables;
Develop and maintain working relationships and coordinate with relevant international and local agencies active in the livelihoods and economic development sector;
Examine and pursue funding opportunities from donors and partners, in coordination with senior management (including developing and submitting concept papers, proposals, etc.)
Other
Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy;
Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
Contribute to donor reports and other ad hoc reports to meet donor, internal, and coordination requirements;
Participate in internal office coordination and planning meetings and workshops;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission;
Other assigned tasks, as necessary.

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
SUPERVISORY RESPONSIBILITY: Field Officer and M&E Officer
ACCOUNTABILITY:

Works directly with: Operations, Finance, Program, and M&E Teams
KNOWLEDGE AND EXPERIENCE
BA/S or MA/S or equivalent in social science, management, economics, international development, or other relevant field.
At least four years of progressive experience and proven high level of competence in working in development-related programs, ideally in relief and/or post-conflict settings;
Experience working with Unions of Municipalities preferred;
Strong experience in program management skills;
Experience in identifying and implementing development projects is required;
Strong understanding of relevant cross-cultural issues and ability/experiences working with refugee and host communities in the current Lebanon context; Significant knowledge and understanding of the current political, economic, cultural and historical context of Lebanon.
Proven track record in staff and stakeholder training and capacity building.
Strong leadership and communication skills.
Ability and interest to work with a multi-ethnic team in a culturally appropriate manner.
Solid knowledge of the Tripoli and North of Lebanon context;
Proficiency in English essential
