PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps has worked in Lebanon since 1993, providing development assistance to thousands of disadvantaged citizens around the country. Since the start of the Syrian Crisis in 2011, Mercy Corps shifted from development-focused programming to address humanitarian needs for both refugees and host communities in Lebanon. GENERAL POSITION SUMMARY:
The Project Officer will lead implementation of Mercy Corps’ Winterization interventions in Bekaa. Under the direct supervision of Mercy Corps Bekaa Area Manager, the Project Officer will lead a team of Project Assistant and Extension Workers to carry out the day-to-day project implementation that focus on a robust mapping and assessment for beneficiary selection, and efficient and effective planning for distribution of winterization inputs meant to reach the vulnerable Syrian refugees living in target program areas in Bekaa Governorate. Working closely with relevant staff of UNICEF, government departments, and community leadership, the Project Officer will ensure transparency and efficiency of project interventions. The Project Officer will be responsible for compilation of field data and producing distribution plans and completion reports.
ESSENTIAL JOB FUNCTIONS:
Working closely with Area Manager Bekaa, develop overall and monthly work plans for beneficiary survey/assessment and subsequent implementation activities in the target areas in Bekaa Governorate.
Lead project team in conducting survey/assessment in the target refugee ‘informal settlements’ and ‘collective shelters’ to determine project beneficiaries.
Compile survey/assessment data to formulate the list beneficiaries using prescribed donor/Mercy Corps formats.
Oversee day-to-day project implementation and ensure effective and timely completion of the planned activities/interventions.
Closely work with relevant staff at UNICEF and government counterparts to ensure effective coordination of distribution activities activities.
Assist Mercy Corps Operations Department in carrying out ‘vendor assessment’ in Bekaa.
Prepare weekly field reports to be submitted to Area Manager.
Support in facilitating agency and donor monitoring visits.
Support in establishing and maintaining proper project documentation and records, including needs assessment questionnaires/data, certificates of vouchers and ‘winterization package’ receipts, consolidated list of beneficiaries, photos etc.
Participate and represent the organization in field coordination meetings as requested by the Areas Manager.
Conduct regular visits to distributions sites to verify timeliness, transparency and authenticity of assistance delivered.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
KNOWLEDGE AND EXPERIENCE:
Bachelor’s Degree in social or other relevant subjects. Masters Degree holders will be preferred
Familiarity with refugee issues specifically related to refugee informal settlements in Bekaa
Experience working with refugees or other vulnerable population required, implementing distribution activities and conducting training is preferred.
Minimum of 3 years’ experience working directly for an NGO or relevant organization in Lebanon dealing with refugee programs
Demonstrate good expertise in emergency programs specifically overseeing distributions
Demonstrated capacity to collaborate closely with government entities and humanitarian organizations
Good organizational and basic project management skills
The applicants should have good written and verbal English and Arabic skills.
Must be computer-literate, particularly in programs such as MS Word and MS Excel. Strong organizational and collaboration skills required
Must work well as a member of a team, with willingness to spend extensive time in the field, as the job requires.
