Senior Logistics Officer

PROGRAM/DEPARTMENT SUMMARY: The Senior Logistics Officer is the head of the Logistics unit that is within the Operations Department. She/He is in charge of fleet management, asset management and warehouse management. He/She is committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries. GENERAL POSITION SUMMARY: The Senior Logistics Officer will provide safe, transport services, asset management and adequate warehouse management and support for the MC team in Lebanon. Through enforcing the established Mercy Corps Fleet Management Policy Guidelines. Asset Management Policies and Warehouse Management Policies the Logistics Officer will adhere to all local and MC safety rules and follow all the guidelines, regulations and processes required by MC. Including support in planning for the teams’ need, implementation and providing support as needed and reporting as needed. The Senior Logistics Officer will train and manage field logistics assistants as necessary in order to ESSENTIAL JOB FUNCTIONS: Warehouse and Asset  Management: Implement and manage relevant Mercy Corps logistics system efficiently and compliantly; Responsible for the smooth operation of MC Lebanon’s warehouses Ensures that the receiving, storing and the dispatching procedures of warehouses are according to MC standards both in terms of quality and documentation; Responsible for the physical condition of MC Lebanon warehouses and addresses any repair-work required on the premises; Responsible for the accurate balance of materials in warehouses as well as for the accurate electronic data management; Carries out scheduled and ad-hoc inventory checks and address discrepancies if any; Responsible for implementing the Mercy Corps Asset Management Database. Responsible for all asset management functions are being followed and are compliant to Mercy Corps policies and procedures; Responsible for the appropriate working condition of assets and that any repair-work is addressed and followed up in a timely manner; Conduct periodic and ad-hoc inventory checks on all MC Lebanon assets; Verify the status and location of assets by completing asset location reports periodically; Analyze data to monitor performance and plan improvements to meet programmatic demands in the future; Provide input to policy making regarding asset and warehousing functions; Coordinate and liaise with the Procurement and Finance department on asset management issues and on any discrepancies of supplied materials or monthly stock-taking results; Manage staff, facilities and resources according to needs. Train staff on asset and warehousing management procedures and policies; Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission; Fleet Management: General management of MC Fleet. Ensure that all vehicles are safe and road-worthy and have proper on-board vehicle documentation. Maintain administrative vehicle files for each vehicle. Continuous tracking of vehicle log-sheets; responsible for monthly compilation and submission of log-sheets. Manage trip tickets Schedule vehicle use to meet programmatic and operational needs. Ensure trip tickets are used by program staff and approved by necessary persons. Maintain vehicle movement board daily. Oversee and ensure proper use of the vehicles. Oversee fuel consumption purchase and tracking including coordination with gas station(s) Organize cleaning of vehicles. Organize regular service schedules for vehicles. Maintain service schedule files. Ensure major repairs are done in a timely manner. Track vehicle expenses in accordance with the respective procurement policy. File Monthly Vehicle Consumables sheet for each vehicle separately. Order and maintain stock of spare parts and consumables. Manage drivers’ leave schedules ensuring smooth operation of the fleet. Coordinate with Human Resources to ensure proper tracking of drivers HR files. Ensure drivers are licensed and trained. Participate in hiring and disciplinary measures for drivers. Coordinate with communications department to ensure regular vehicle communications. Ensure security measures for vehicles such as parking, storage of keys, emergency supplies, etc. In coordination with Security, organize levies as needed for field trips. Ensure that security incident reports are completed and filed (if related to vehicles). Ensure that accident reports are completed and filed. Other duties as assigned.   SUPERVISORY RESPONSIBILITY: Logistics Assistants Drivers ACCOUNTABILITY MC Field Asset Management Manual; MC Warehouse Management Policy and Procedures Guideline; National Staff Policy Handbook; Relevant approved policy memos for MC Lebanon.   REPORTS DIRECTLY TO: Operations Manager WORKS DIRECTLY WITH: The Operations and Program team and the Finance team in Lebanon   KNOWLEDGE AND EXPERIENCE: Minimum 3 years of field experience in logistics or operational support functions preferably with a humanitarian non-governmental organization Experience in setting up and managing logistics management systems. Experience in warehousing and asset management. Effective verbal and written communication, organizational, prioritization and computer skills in Microsoft Office applications.  Proven ability to solve problems independently without direct supervision. Knowledge of Arabic and English is essential;   SUCCESS FACTORS: A positive attitude and an ability to work effectively as part of a dynamic team in a stressful environment. Excellent skills in problem-solving and in results-oriented approach to logistics management. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Able to manage various tasks at the same time. Commitment to staff and organizational learning and development. Skill to engage, motivate and encourage staff to bring creative solutions to logistics issues.
