Program Summary
. The “3amaly” is a $10 million CAD integrated three-year (anticipated October 2018 – March 2022) program designed to improve livelihood opportunities for women and youth (aged 15-34) from vulnerable populations. The program will target youth between the ages of 15-24, as well as young adults between the ages of 25-34 from Lebanese, Syrian and Palestinian families, with a specific focus on women and girls in the target areas. The overall objective is that women and youth are empowered and valued for playing an active economic role within their households and communities in Saida, Barja, Nabatieh, and Tripoli.
The primary objectives of the program are that:
- Women and youth are gainfully employed or self-employed as a result of program interventions;
- Micro, Small & Medium Enterprises (MSMEs) and Startups improve their capacity to develop their businesses and hire women and youth;
- Women and youth have a supportive enabling environment for their economic activities.
Essential Responsibilities
The Skills Development Officer will lead the field implementation and coordination of skills building activities in Saida and lower Chouf area to ensure high-quality, sector appropriate trainings that maximize trainees’ ability to find employment. This Skills Development Officer will support the project aims to meet the programme’s job placement targets through labour market-oriented solutions and assist with the implementation of work-based learning schemes for short and long term employment opportunities. Specific attention will be paid to ensuring adapted approaches which respond to barriers to employment for women
Support.
Project Implementation:
- Support Skills Senior Coordinator in planning and implementation of project activities to meet project deliverables based on timeline and scope agreed with the donor;
- Provide day-to-day support and coordination, including administrative, financial and logistical support. Troubleshoot any administrative problems and report any challenges or bottlenecks to the Skills Senior Coordinator.
- Participate in team planning and coordination meetings and trainings;
- Support the Skills Senior Coordinator in implementing activities and monitoring of project progress;
- Support the Skills Senior Coordinator in conducting periodic risk assessments to update implementation plan accordingly;
- Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donor and other internal reporting;
- Assist in filing and record keeping of project activities;
- Assist in analysis of data collected to facilitate assessment results and lessons learnt;
- Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Facilitate internal Mercy Corps procurement processes;
- Prepare weekly and monthly reports to be submitted to the Skills Senior Coordinator. Contribute to quarterly reports and other ad hoc reports to meet donor and internal requirements;
Project Coordination for Skills Building Component
- Coordinate skills building activities to ensure high-quality, sector appropriate trainings that maximize trainees ability to find employment;
- Assist with field coordination to facilitate labor market assessments, mapping of training providers and businesses;
- Support strategies to meet MOST’s job placement targets through labor market-oriented solutions and assist with the implementation of internship schemes for short and long term employment opportunities;
- Ensure that all skills building-related interventions are in compliance with international norms and standards, national laws and policies, technical standards and organizational policies;
- Support rigorous monitoring and evaluation (M&E), accountability and learning systems for the skills building component.
Other
- Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy;
- Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
- Contribute to monthly reports and other ad hoc reports to meet donor and internal requirements;
- Participate in internal office coordination and planning meetings and workshops;
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission;
- Other assigned tasks, as necessary.
REGIONAL SYSTEMS AND SUPPORT FUNCTIONS
- Ensure that effective systems are in place in all country offices for the adequate management of human resources, financial and operational field support functions;
- Review and support country team adherence to Mercy Corps and donor policies and procedures;
- Capture and disseminate best practices on operations, finance and HR systems across country teams to ensure highest quality and standards.
- Provide dedicated support to country teams in the event of an emergency or startup of a complex program that requires additional resources.
- Collaborate with country finance leads in producing bi-annual master budgets.
HUMAN RESOURCES, SAFEGUARDING AND DIVERSITY
- Support Mercy Corps global and regional initiatives for human resources, including safeguarding and diversity, and talent development;
- Collaborate with the people team to promote staff access to high quality learning opportunities, with a special emphasis on national team member development;
- Assist with the on-boarding of senior team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.
RISK MANAGEMENT
- Engage and support countries across the region to ensure that adequate risk management systems are in place;
- Collaborate with country leadership to support preparedness and response to major disruptive events;
- Engage with country teams on the internal audit process to track findings and ensure country team compliance with IA findings and recommendations;
- Engage with country level Ethics and Assurance managers as well as the global Ethics and Assurance department to track and analyze trends and needs across countries;

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- BA/S or equivalent in social science, women’s studies, management, economics, international development, or other relevant field;
- At least one year of experience and proven high level of competence in working in economics and market development programs
- Strong organizational skills, and ability to work independently and take initiative under pressure in a rapidly changing, multi-cultural context, whilst adhering to strict deadlines.
- Excellent communication skills and comfort
- Excellent written and verbal English and Arabic is a plus.
- Advanced computer skills in MS Office programs, particularly Excel.
- Strong analytical skills coupled with a solid understanding of grant management rules.
- A demonstrated ability to multi-task and process information into action as to not delay program activities.
- Must work well as a member of a team.
- Ability and willingness to travel to the field as needed to support trainings and field based activities
- Preferred experience in women’s economic empowerment and youth programming
- Proficiency in English essential
