Wash Field Engineer (South And/or Beqaa)

PROGRAM/DEPARTMENT SUMMARY: Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. Working in Lebanon since 1993, Mercy Corps has been running community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they have emerged. Recently, the program portfolio has expanded in response to the massive refugee influx from Syria. Mercy Corps is supporting both Lebanese host communities and refugee populations by developing and implementing innovative water, sanitation and hygiene (WASH) solutions to increase access to reliable and safe water, improve water and sanitation facilities and raise awareness about safe hygiene practices. GENERAL POSITION SUMMARY: The Field Engineer will ensure day-to-day field supervision and coordination of all engineering works taking place during the lifetime of the project, focusing primarily on water and sanitation systems The project will provide access to improved water and sanitation services for vulnerable Syrian Refugees and host communities. The Field Engineer will maintain impartiality and neutrality in dealing with all stakeholders. He/she will be responsible for the day to day Project implementation that focus on increasing access to safe water and sanitation services/facilities to Syrian refugees and host communities. This will also include government engagement, scale up & sustainability, promotion of Syrian and Lebanese participation in project activities, strengthening the role of women in decision making in regards to hygiene practices. ESSENTIAL JOB FUNCTIONS: Oversee day to day project implementation and ensure effective and timely completion of the WASH intervention according to project specifications and standards. Supervise the implementation of the technical components of the project contracted, ensure proper project implementation, full compliance with required standards and specifications. Assist the Water and Infrastructure Manager in project design, illustration, and Bill of Quantities (BOQ). Provide technical support and advice to Mercy Corps’ partners and other agencies engaged in the implementation of water and sanitation interventions. Conduct WASH facility assessments to determine scope of work, resource requirements, and estimated costs. Monitor WASH intervention progress as per Mercy Corps regulations and standards. Prepare weekly field plans/reports to be submitted to the Water and Infrastructure Manager; Jointly with other WASH team members, conduct emergency assessments and design and coordinate the implementation of appropriate responses. Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring questionnaires, certificates of vouchers receipts, consolidated list of beneficiaries, photos etc. 10. Identify equipment and material needs by developing detailed bill of quantities (BOQ), and in co-operation with the local logistics team assess what is available in the local market. 11. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. 12. Other duties as assigned by the supervisor.   REPORTS DIRECTLY TO: Water and Infrastructure Manager  KNOWLEDGE AND EXPERIENCE: Minimum of 3 years’ work experience working in the construction/infrastructure field. Previous experience with NGOs or relevant organizations in Lebanon is an asset. Bachelor’s Degree in Mechanical Engineering, Water and Sanitation Engineering, or any relevant engineering field. Familiarity with the issues of urban and rural water and sanitation systems and networks. Demonstrate good expertise in water and sanitation systems design and implementation, especially water pumps, water and sanitation networks, etc…. Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation. Demonstrated capacity to collaborate closely with INGOs and national NGOs and CBOs. Good organizational and basic project management skills Experience working with refugees or other vulnerable population required, implementing a WASH project and conducting training is preferred. Proven understanding of Do No Harm principles and methodology with applied experience implementing projects with/for women and girls.  The applicants should have good written and verbal English and Arabic skills. Must be computer-literate, particularly in programs such as, AutoCAD, MS Word and MS Excel. Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary.  Must work well as a member of a team, with willingness to travel throughout Lebanon, sometimes staying overnight, as the job requires.  Understanding of appropriate technologies & experience of working on different approaches for excreta disposal, solid waste management and drainage disposal. S/he will have a strong collaborative spirit with the ability to work independently and with a team, while maintaining a sense of humor.
