Internal & External Vacancy - Logistics Officer - Ref #536

Job Purpose

The Logistics Officer reports directly to the Project Coordinator. He/she must be able to rapidly procure Program supplies, services, and equipment while ensuring best practices and maintaining audit-compliant records. 

 

Responsibilities

  • Timely and duly prepare procurement & logistics plans for the office and projects and monitoring of their implementation.
  • Coordinating and planning with the relevant requesting staff/programs regarding the order and delivery of supplies.
  • Preparing the relevant logistic plans related to cars and staff movements.
  • Documenting logistics activities with logs, reports, and any required supporting documentation.

 

Procurement and logistics tasks:

  • Identifying vendors/suppliers. 
  • Conducting market assessments for goods and services when needed.
  • Collecting offers and quotations as needed.
  • Assisting in bid analysis and technical reviews.
  • Ensuring the offers/bids are in line with the requested specs.
  • Preparing Purchase Requests as needed.
  • Ensuring items/materials availability according to needs. 
  • Controlling quality and quantity of goods and services delivered.
  • Ensuring that the format and information on quotes and invoices comply with Mercy-USA’s regulations and procedures.
  • Assisting in purchasing goods, assets, and services from the purchase request to payment and delivery.
  • Verifying the compliance of the procurement files with regards to internal Procurement Procedures and Donors guidelines.
  • Ensure archiving of validated procurement files and contractual documents, in compliance with Mercy-USA’s guidelines.
  • Following up on the procurement plan.
  • Checking and validating the vehicle log books.
  • Monitor the use of vehicles (consumption and mileage, damages, administrative documents).
  • Preparing and completing orders for delivery or pickup according to schedule and in coordination with the relevant manager.
  • Ensuring the good respect of Mercy-USA’s transportation procedures and vehicle maintenance.
  • Overseeing warehousing and storage, ensuring safety and security.

Minimum Hiring Requirements 

  • A University Degree or vocational qualifications with relevant experience within the field. 
  • At least 3 years of professional experience (after completion of university degree) in procurement and/or logistics management. 
  • Working with an international humanitarian & development organization is an added value.
  • Good command (verbal and written) of English Language.
  • Fluent in Arabic.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
