Job Purpose

Mercy-USA is looking for a full Project Manager to lead the implementation of a large-scale Basic Assistance, Food Security and Nutrition Project in Akkar.

Minimum Hiring Requirements 

  • Bachelor degree in Business Administration, political sciences, or a development-related field
  • 5-6 years of professional experience in project/programmes management
  • A minimum of 4 years’ experience with an NGO/INGO
  • Knowledge/familiarity with the area of operations
  • Proven experience with projects of similar size and scope
  • Excellent command (verbal and written) of English & Arabic is a must
  • Proficient with Microsoft Office Suite 
  • High level of communication, presentation and networking skills 
  • Previous Experience in managing projects including Monitoring and Evaluation and/or Nutrition is preferable.

Responsibilities

Programming

  • Ensure quality management of the project activities and interventions, both programmatically and financially, including appropriate implementation, spending, monitoring and evaluation, and reporting, in accordance with the donors' systems and regulation and the donor’s regulation. 
  • Lead and manage multispectral teams including Distribution Team, Protection Team, Nutrition Team and Monitoring and Evaluation team. 
  • Ensure appropriate program quality standards are used in the design and implementation of program activities.
  • Supervise and Manage Monitoring and Evaluation Department and ensure all M&E plans on monthly basis are in place and monitoring of activities including data collection and data processing are carried on with the highest quality and minimum level of errors.
  • Overall responsibility for preparation of quality reports and updates for different MercyUSA Entities and stakeholders including donors.

Representation & Coordination

  • Represent Mercy-USA in front of the donor and in relevant inter-agency sector meetings.
  • Engage with relevant humanitarian fora and clusters in Akkar and build good relationships with local stakeholders and municipalities to facilitate the implementation of project activities.
  • Provide updates and reports on the context and project activities to Mercy-USA Management and Donors as needed.

Operational Support

  • Supervise operational support functions mainly Logistics and Warehousing Department
  • Ensure standard Mercy-USA and Donor’s systems and procedures are followed.
  • Ensure compliance with national legal requirements.
  • Together with the security department and donor’s security unit monitor local security situation, develop and implement appropriate security guidelines and Standard Operating Procedures (SOPs).

  Administration and Finance

  • Ensure with the Warehouse & Logistics Manager/Officer the establishment and maintenance of a functional Warehousing and Food Transportation system to Mercy-USA Food Distribution Sites.
  • Support the Procurement & Logistics Manager/Officer with the timely and appropriate establishment of all logistics infrastructure including the preparation of food dispatch plans in coordination with the donor’s focal point in the field. 
  • Develop and ensure timely submission of invoices, budget forecasts and monthly financial and narrative reports.

Human Resources

  • Outline and follow the composition of the program team, ensuring clear reporting lines and responsibilities between different units.
  • Ensure all Program personnel understand and carry out their duties in accordance with Mercy-USA and donor’s humanitarian values and principles.
  • Conduct performance appraisals for Program Team staff and ensure regular feedback and mentoring on individual performance is provided.
