Business English Instructor — English for Business & Industry Course (LSA Framework Agreement)

Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO committed to human capacity
building, sustainable development, and livelihoods in the Bekaa region. The English Academy under MDSF’s
Education and Human Empowerment pillar provides structured English training to youth, women, and professionals.
Building on a 91.2% completion rate and strong demand in 2025, the Academy is expanding in 2026 to launch the
English for Business & Industry Course, a three-level program integrating workplace English communication and
applied AI tools.

B2. Project Context
The program targets professionals in the Bekaa private sector and integrates:

  • Workplace English communication
  • Business skills development
  • Applied AI tools (e.g., ChatGPT, Claude, or equivalent platforms)

B3. Objective of the Assignment
To establish a Long-Term Service Agreement (LSA) with a qualified Business English Instructor to design and
deliver training sessions across three progressive levels, integrating AI tools to enhance professional
communication and productivity.

B4. Scope of Work / Deliverables
The instructor shall be responsible for:
1. Curriculum Development

  • Develop structured curriculum per level
  • Design lesson plans and training materials
  • Align content with workplace English needs in Bekaa private sector
  • Conduct placement assessment before Level 1

2. Training Delivery

  • Deliver up to 15 sessions per level (approx. 30 hours per level)
  • Hybrid delivery (online + optional onsite)
  • Topics include workplace communication, meetings, presentations, writing, negotiation, customer service, and professional etiquette

3. AI Integration

  • Integrate AI tools into all sessions
  • Teach prompt engineering for business applications
  • Facilitate hands-on AI exercises
  • Train participants to critically evaluate AI outputs

4. Assessment & Reporting

  • Mid-level and final assessments per level
  • Attendance tracking per session
  • Participant feedback
  • Progress reports per level
  • Final evaluation report

5. Coordination

  • Monthly coordination meetings with MDSF
  • Ongoing communication with Program Officer
  • Compliance with safeguarding and confidentiality policies

SECTION C — PROPOSAL REQUIREMENTS

C1. TECHNICAL PROPOSAL (Envelope 1) 
The Technical Proposal must include:

  • Technical approach and methodology
  • Work plan and timeline
  • Organizational profile and experience
  • CVs of key personnel
  •  Copy of ID
  • Legal registration documents (if applicable)

Note: No financial information allowed

The Financial Proposal must include:

  • Proposed unit rate per training session (USD) (mandatory)
  • Any additional unit rates (if applicable)
  • All applicable taxes stated separately
  • Unit rates shall remain fixed throughout the LSA duration and
  • shall apply uniformly to all sessions without variation or escalation.
  •  Payment schedule aligned with actual deliverables
  • Assumptions or exclusions clearly stated
  • Validity: prices held firm for 8 calendar months

Note: This is an LSA framework agreement. Pricing shall be based
on unit rates, and any total estimated amount is for evaluation
purposes only and does not constitute a contractual commitment
by MDSF.

SECTION D — EVALUATION CRITERIA (Disclosed to Proposers)

TECHNICAL EVALUATION — 60% of total score

FINANCIAL EVALUATION — 40% of total score

SECTION E — TERMS, CONDITIONS & DECLARATIONS

 

Proposal Validity: Proposer must hold prices firm for 8 calendar months from submission deadline, due to the Long-Term Service Agreement. Extension may be requested in writing with proposer's agreement.

Rejection Rights: MDSF reserves the right to accept or reject any or all proposals, to cancel this RFP at any stage, or to award to more than one service provider without stating reasons and without incurring liability.
Confidentiality: All information provided in this RFP and received in proposals is confidential. Proposers must not disclose RFP contents or their submission to third parties without MDSF's written consent.

Intellectual Property:All deliverables, reports, data, and tools produced under this assignment shall be the sole property of MDSF and the relevant donor. The service provider retains no rights to use or publish outputs without written permission.

Anti-Corruption: By submitting, the proposer confirms no gift, bribe, or inducement has been offered or accepted in connection with this procurement. MDSF has a zero-tolerance policy on corruption.

Conflict of Interest: The proposer confirms no undisclosed relationship exists with any MDSF staff member involved in this
procurement or the assignment. A signed COI Declaration (PRC-COI-C01) must be included in the
Technical Proposal.

Sanctions Compliance: The proposer confirms it is not listed on the UN Consolidated Sanctions List, EU Sanctions List, US
OFAC, or other applicable lists. MDSF screens all service providers prior to contract award.
Child Safeguarding & PSEA: The proposer agrees to comply with MDSF's Child Safeguarding Policy and PSEA commitments throughout the assignment. All personnel deployed must be vetted accordingly.

Data Protection: The proposer agrees to handle all personal data of MDSF beneficiaries and stakeholders in accordance

with applicable data protection principles and MDSF's data protection guidelines.

Governing Law: This procurement and any resulting contract shall be governed by the laws of Lebanon. Disputes shall be
resolved first through negotiation, then mediation, and finally through competent Lebanese courts.
Sub-contracting: Sub-contracting of any part of the assignment requires prior written approval from MDSF. The prime
contractor remains fully responsible for all deliverables regardless of sub-contracting arrangements.

Payment Terms & Method : Payment shall be made based on verified sessions delivered and accepted by MDSF, calculated as:
Approved sessions × agreed unit rate
Payment shall be processed against an official invoice submitted by the service provider.
An 8.5% withholding tax will apply if the service provider does not provide a valid Ministry of Finance
(MoF) registration, in accordance with Lebanese tax regulations.
Payment will be made via bank transfer or telegraphic transfer.

Submission Method:
Proposals must be submitted in two separate files: Technical Proposal and Financial Proposal. The Financial Proposal shall remain unopened and will only be reviewed following completion of the technical evaluation.
