This consultancy aims to ensure the successful design, planning, and execution of the
Takallam Center extension. The consultant will provide all technical support and guidance throughout
the project, from initial design to construction supervision. The consultant will ensure that the extension
meets the project’s objectives, complies with all legal requirements, local building codes, international
design standards, and safety & environmental regulations,—including child protection, accessibility, and
risk management—and is completed within the specified budget and timeline.
Context:
Michel Daher Social Foundation (MDSF) is expanding Takallam Center to increase its capacity for music
and drama therapy, community meetings, and youth workshops. This extension aims to provide a
modern, functional, and sustainable space to support these activities. The consultant will be responsible
for managing all aspects of the design and construction process, ensuring coordination between
stakeholders and adherence to project goals and regulations.
About Takallam Center: Takallam Center is a dedicated space that provides essential therapy services
for children with learning difficulties, including speech therapy, psychomotor therapy, and psychosocial
support. It primarily serves children from vulnerable families, offering inclusive and supportive programs
aimed at improving their well-being and developmental outcomes.
Scope of Work
The consultant will be responsible for the following tasks:
1. Design Preparation:
- Prepare detailed architectural, structural, and acoustic designs for the extension based on MDSF’s specific requirements.
- Integrate gender-sensitive and inclusive design considerations, including accessibility for persons with disabilities.
- Ensure sustainability elements such as energy-efficient design, eco-friendly materials, as well as safety measures.
2. Development of Tender Drawings and Documents:
- Prepare complete construction tender documents, including:
- Full Detailed design drawings, Architecture, Structure & MEP.
- Design reports
- Bills of Quantities (BOQs)
- Site plans
- Architectural layouts, sections & facades.
- Technical specifications for all disciplines.
- Tender evaluation framework and criteria
- Ensure alignment with local building codes, international design standards, and environmental regulations.
3. Supervision of Construction Works:
- Oversee the construction process to ensure alignment with approved design, specifications, and project goals.
- Conduct regular site inspections, approve milestones, and document progress with photographic evidence.
- Review the contractor’s & suppliers’ payments.
4. Permit Follow-Up:
- Obtain all required construction permits in coordination with MDSF.
- Ensure full compliance with local regulatory and environmental standards.
5. Stakeholder Coordination:
- Coordinate with MDSF, the construction contractor, and other stakeholders through regular meetings and progress updates.
6. Risk Assessment and Mitigation:
- Identify risks related to cost overruns, delays, or safety hazards.
- Propose mitigation strategies to address identified risks throughout the project phases.
7. Quality Assurance and Compliance:
- Monitor the quality of construction work to ensure compliance with approved design, project specifications, and safety standards.
8. Furnishing Supervision:
- Oversee the procurement and installation of furniture and equipment, ensuring specifications align with project needs.
9. Progress Reporting and Documentation:
- Provide detailed weekly progress reports, including updates on milestones, budget status, risk assessments, and corrective actions for any issues.
- Deliver comprehensive Preliminary & final handing-over reports summarizing project achievements, lessons learned, and recommendations for future projects.
Deliverables
1. Detailed Design Drawings and Specifications for the Takallam Center Extension
Complete set of detailed design architectural, structural, MEP, and acoustic design drawings, including space planning, accessibility features, sustainability elements, and compliance with applicable building standards and building regulations.
2. Complete Set of Tender Documents
Comprehensive construction tender documents, including bills of quantities (BOQs), site plans, architectural, structural, MEP detailed design, technical specifications, and evaluation criteria, ensuring alignment with local building codes and industry standards.
3. Construction Permits and Regulatory Compliance Documentation
All necessary construction permits, along with documentation confirming compliance with local building regulations, local authorities requirements, safety standards, and environmental requirements.
4. Weekly Progress Reports
Detailed progress reports are submitted weekly, including updates on key milestones, findings from site inspections, budget status, risk assessments, and recommended corrective actions for any identified issues.
5. Preliminary & Final handing-over Reports
A comprehensive final report summarizing the project’s implementation and as-built drawings, comparing completed work against initial timelines and budgets, evaluating contractor performance, highlighting lessons learned, and providing recommendations for similar future projects.
Qualifications and Experience
- A bachelor’s degree in Architecture, Civil Engineering, or a related field.
- At least 5 years of experience in architectural design, construction supervision, and project management.
- Proven experience in managing similar projects, particularly community or cultural center
- expansions.
- Familiarity with international design standards and sustainability practices.
- Strong coordination and communication skills to engage effectively with multiple stakeholders.
- Expertise in risk assessment and quality assurance practices for construction projects.
Contract Terms
- Duration: Five months
- Reporting Line: The consultant will report directly to the Salam/MDSF Project Manager, working in close collaboration with relevant stakeholders.
- Payment Milestones: Payments will be disbursed as follows:
20% upon submission and approval of the detailed design and tender documents.
40% upon completion of 50% of construction milestones.
30% upon final construction completion and submission of the Preliminary handing-over report and as-built drawings.
10% upon furnishing and final handover approval.
Evaluation Criteria
The selection of the consultant will be based on the following criteria:
Technical Expertise and Experience (60%)
- Relevant Experience (30%): Demonstrated experience in managing similar projects, with a focus on community or cultural center expansions, architecture, and construction supervision.
- Methodology and Approach (20%): Clarity and relevance of the proposed methodology, including design approach, risk management, and stakeholder coordination.
- Tools and Techniques (10%): Use of advanced project management tools, design software, and risk assessment techniques relevant to the project.
Financial Criteria (40%)
- Fee Proposal (40%): Competitiveness of the financial proposal, including a detailed breakdown of costs for each phase of the project, aligned with the scope of work and project objectives.
