1. Background
The SALAM Project, implemented by MDSF, aims to foster economic resilience and social
stability in Southern Baalbek, West, and Central Bekaa.
The project’s expansion of the Takallam Center will strengthen the center’s capacity to
provide therapy, psychosocial support, and leadership development. The first-floor
extension will also create a child-friendly space to support mothers among MDSF staff
and beneficiaries, ensuring that project services remain accessible and sustainable
beyond the project’s duration.
2. Objective
The objective of this ToR is to outline the procurement process for the construction and
extension of the Takallam Center in Bekaa, Lebanon.
The contractor will:
● Deliver all materials, labor, equipment, and technical supervision to complete the
extension works on the first floor.
● Ensure full compliance with technical specifications, safety standards, and timeline
requirements.
● Deliver a functional and sustainable space aligned with MDSF’s operational needs.
3. Scope of Work
The contractor will execute all works as outlined in Annex 1 (Scope of Work) and Annex
2 (Bill of Quantities – BOQ).
The works include but are not limited to:
● Masonry, plastering, tiling, and painting
● Installation of doors and windows
● Finishes
● HVAC system installation (air conditioning and heating)
● Electrical and lighting installations
● Steel Bridge Emergency Exit - Demolishing/Walkway
● Child Friendly Space
● Site safety and finishing measures
All activities must comply with the attached annexes’ specifications.
4. Deliverables
The contractor shall:
● Complete all works per the technical specifications.
● Submit a detailed work plan and timeline prior to starting work.
● Ensure all materials meet approved standards.
● Coordinate with MDSF’s engineer for inspections and approvals.
● Provide a completion report and documentation before handover.
5. Duration of Assignment
● Start Date: First week of November, 2025
● End Date: End week of November, 2025
The total duration for completing all works shall not exceed 30 calendar
days from the contract signature, including mobilization, execution,
inspection, and final handover.
6. Qualifications
Bidders must demonstrate:
● Proven experience in similar construction projects (community or educational
centers).
● A qualified team including licensed engineers and project managers.
● Financial stability and compliance with health and safety standards.
● Previous experience working with NGOs or community-based organizations.

The works will take place at the Takallam Center Extension, located at:
Michel Daher Social Foundation (MDSF), Ferzol, Bekaa, Lebanon.

Step 1: Prepare Your Bid Documents
Submit the following:
● Technical Proposal: Detailing methodology, experience, lead-time, and project
management approach.
● Financial Proposal: Cost breakdown in USD, including all taxes, expenses, and
milestone payments.
● Supporting Documents: Company profile, engineers’ CVs, MOF certificate,
registration, and relevant licenses.
Ensure all annexes (Scope of Work and BOQ) are signed, filled and included.
Step 2: Submit Your Bid
Send your complete proposal along with all required supporting documents to
procurement@daherfoundation.org no later than October 31, 2025 – 12:00 PM (Beirut time).
Please use the following subject line in your email: “Takallam Center Extension – First Floor.”
Step 3: Offer Validity
Offers must remain valid for 15 days from the submission deadline.
Step 4: Payment Terms
Payments will be processed as follows:
● 50% upon signing the contract (down payment)
● 45% after completion of all works
● 5% after one year (retention)
Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply.
9. Evaluation of Proposals
Proposals will be evaluated based on:
1. Technical proposal (40%)
2. Financial proposal (40%)
3. Completion of the work and handing over before deadline (20%)
Priority will be given to bidders who can complete all works within 30 calendar days of
contract signature.
10. Penalties for Delay
Unjustified delays may result in penalties of 2% per day of the total contract amount,
after November 30,2025
11. Safety and Environmental Standards
All works must comply with occupational health and safety regulations and ensure
responsible waste management throughout the construction process.
12. Site Visit Requirement
A mandatory site visit to the Takallam Center is required before submission.
