Consultant for Design and Supervision of the Takallam Center Extension

1. General Information

Michel Daher Social Foundation (MDSF) is a Lebanese non-governmental organization (NGO), officially
registered under the Lebanese Ministry of Interior and Municipalities in 2014. Michel Daher Social
Foundation is committed to enhancing the quality of life and resilience of Lebanese
communities with a particular focus on the Bekaa by providing healthcare, empowering
through educational opportunities, and promoting sustainable social, economic, and
environmental practices.

2. Objective


About Takallam Center: Takallam is a center that provides essential therapy services for children with learning difficulties, including speech therapy, psychomotor therapy, and psychosocial support. It primarily serves children from vulnerable families, offering inclusive and supportive programs aimed at improving their well-being and developmental outcomes. 
Takallam Social Center, inaugurated in 2022, is a dedicated space that provides a supportive
environment for children facing challenges in learning, stuttering, and expressive disorders. Takallam is a two-store center composed of 8 clinics and a waiting room. Takallam Social Center is staffed by trained professionals who provide one-on-one speech, psychomotor, and psychology therapy. This individualized approach ensures that each child receives the attention and assistance they need to succeed. In addition to one-on-one support, the center provides group activities and events that allow
children to engage with one another and build social connections. These activities are fun and engaging, and they help children develop their communication skills and self-confidence in a supportive and
welcoming environment.
Michel Daher Social Foundation (MDSF) is expanding Takallam Center into the adjacent garage to add new services; music and drama therapy. Moreover, it also aims to add a large room for community meetings and youth workshops.

The objective of this call for consultancies is to hire a consultant to design and supervise the construction work needed for the extension of Takallam. The consultant will develop the design, prepare detailed plans, and ensure that the extension aligns with the project’s objectives. This includes ensuring compliance with all relevant legal and safety regulations, including child protection, accessibility, and risk management. The consultant will also be responsible for ensuring the construction
work is completed within the specified budget (22,500$) and timeline (January till the end of May), ready for successful execution.

 

3. Scope of Work


The consultant will be responsible for the following tasks:
1. Design Preparation:

  • Prepare detailed architectural and structural designs for the additional rooms including MEP drawings for a 200 sqm area within the adjacent garage, based on MDSF’s specific requirements. Ensure compliance with all relevant legal and safety regulations, accessibility, and risk management, while aligning with the project’s objectives.
  • Integrate gender-sensitive and inclusive design considerations, including accessibility for persons with disabilities.

2. Development of Tender Drawings and Documents:

  • Prepare complete project call for consultancies documents, including:

- Detailed design drawings (site plans, architectural layouts, MEP drawings)
- Bills of Quantities (BOQs)
- Technical specifications
- Technical tenders evaluation framework and criteria of the construction
companies.
- Support MDSF with the selection of the construction company

  • Ensure alignment with safety standards, international design standards, and environmental regulations.

3. Supervision of Construction Works:

  • The consultant shall handle obtaining the required permits in coordination with MDSF and ensure that all legal requirements are met.
  • Oversee the construction process to ensure that the construction activities are implemented within the specified timeframe and as per a predefined work plan, approved design, specifications, and project goals.
  • Conduct regular site inspections (at least once a week), approve milestones, and document progress with photographic evidence.
  • Monitor the quality of construction work to ensure compliance with approved plans and safety standards.
  • Approve the closing documentation for the construction and the payment processing.

4. Stakeholder Coordination:

  • Coordinate with MDSF, the construction contractor, and other stakeholders through regular meetings and progress updates.

5. Progress Reporting and Documentation:

  • Conduct weekly site inspections and provide detailed weekly progress reports after each visit, including updates on milestones, budget status, risk assessments, and corrective actions for any issues.
  • Deliver a comprehensive final project report summarizing project achievements, lessons learned, and recommendations for future projects.

 

4. Deliverables

1. Detailed Design Drawings (AutoCAD) and Specifications for the Takallam Center Extension

  • Complete architectural, structural, and MEP design packages for the Takallam Center extension.
  • Inclusion of accessibility features, gender-sensitive considerations, and compliance with legal and environmental standards.

2. Complete Set of Tender Documents
Comprehensive tender documents, including:

  • Site plans, architectural layouts, and MEP drawings.
  • Bills of Quantities (BOQs).
  • Technical specifications.
  • Technical evaluation framework for construction companies.
  • Evaluation of the construction tenders and selection of the contractor in coordination with MDSF team.

3. Weekly Progress Reports

  • Detailed progress reports are submitted weekly, including updates on key milestones, findings from site inspections, budget status, risk assessments, and recommended corrective actions for any identified issues.

4. Final Project Report
A comprehensive final report summarizing:

  • Project implementation outcomes.
  • Contractor performance assessment.
  • Budget and timeline adherence.
  • Lessons learned and recommendations for future expansions.

 

5. Qualifications and Experience

  • A bachelor's degree in architecture, or a related field.
  • The Consultant should be a member of the OEA.
  • At least 5 years of experience in architectural design, construction supervision, and project management.
  • Proven experience in managing similar projects, particularly community or cultural center expansions.
  • Familiarity with international design standards and sustainability practices.
  • Strong coordination and communication skills to engage effectively with multiple stakeholders.
  • Expertise in risk assessment and quality assurance practices for construction projects.

 

6. Contract Terms

  • Duration: The consultant will be contracted for five months.
  • Reporting Line: The consultant will report directly to the Salam/MDSF Project Manager, working in close collaboration with relevant stakeholders.
  • Payment Milestones: Payments will be disbursed as follows:

20% upon submission and approval of the detailed design and tender documents.

40% upon completion of 50% of construction milestones.

30% upon final construction completion and submission of the final project report.

10% upon furnishing and final handover approval.

 

7. Evaluation Criteria


The selection of the consultant will be based on the following criteria:
Technical Expertise and Experience (60%)

  • Relevant Experience (30%): Demonstrated experience in managing similar projects, with a focus on community or cultural center expansions, architecture, and construction supervision.
  • Methodology and Approach (20%): Clarity and relevance of the proposed methodology, including design approach, risk management, and stakeholder coordination.
  • Tools and Techniques (10%): Use of advanced project management tools, design software, and risk assessment techniques relevant to the project.

Financial Criteria (40%)

  • Fee Proposal (40%): Competitiveness of the financial proposal, including a detailed breakdown of costs for each phase of the project, aligned with the scope of work and project objectives.
