2. Background

Under the Active Citizenship Lab (ACL), MDSF aims to empower Lebanese and Syrian youth to strengthen civic leadership, participatory governance, and conflict-sensitive engagement. The Lab provides youth with the knowledge, tools, and spaces to co-design initiatives that address local challenges, foster collaboration with municipalities, and promote social cohesion across host and refugee communities.

3. Objective

To design and facilitate a simulated municipal council session that allows youth to apply civic, governance, and negotiation skills in practice.

4. Scope of Work

Key responsibilities include:

• Develop an interactive simulation scenario reflecting real municipal governance structures.
• Facilitate one-day council simulation meeting, ensuring all participants play active roles.
• Moderate debates, negotiations, and decision-making exercises.
• Conduct reflection and feedback session post-simulation.
• Compile key lessons and policy recommendations.

5. Deliverables

The trainer/service provider is expected to deliver the following:

1 Simulation session conducted

 1 participatory reflection workshop

Simulation scenario, agenda, and facilitation guide.

Participant attendance and feedback forms.

Simulation report including findings and recommendations.

6. Duration of Assignment

Total Duration: 2 working days (1 for facilitation, ½-day for reporting and ½-day for preparation).

Implementation Period: Mid to End December 2025

7. Qualifications

 The selected trainer or training organization must meet the following qualifications:

• Degree in law, governance, social sciences, or civic education.
• Experience designing simulations or mock governance exercises.
• Skilled facilitator with conflict management and dialogue-building expertise.

8. Location

Ferzol, Zahle, Bekaa (Michel Daher Social Foundation building).

9. Reporting and supervision

The trainer will report directly to the MDSF focal point. Coordination and logistical support will be provided by the MDSF project team.

10. Payment Terms

Payment will be made via bank transfer as follows:
•100% upon submission and approval of the final report.

Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply.

11. Documents Required

Interested individuals or organizations should submit:
- CV or organization profile with relevant experience
- Technical proposal (approach, methodology, outline of topics)
- Financial proposal (including training delivery, clinic sessions, …)

- Legal documents (MOF, ID, Registration Certificate)
- Sample of similar previous work 

12. Confidentiality statement

All information submitted in response to this RFQ is considered confidential and must not be disclosed to third parties without written consent from MDSF.

13. How to Apply

Interested and qualified individuals are invited to submit their proposals (technical and financial) to: procurement@daherfoundation.org 

14. Submission Instructions

The email subject line must clearly indicate:  “RFQ-MDSF25-044 – Council Meeting Facilitator – Active Citizenship Lab (ACL)”

Submissions must be received no later than November 20, 2025 - 12:00 pm – Beirut local time.
Late submissions will not be accepted. Only shortlisted applicants will be contacted.

For any clarifications regarding this RFQ, please contact the procurement team at procurement@daherfoundation.org  before November 16, 2025. No questions will be answered after this date.

 

15. Evaluation of Proposals

Proposals will be evaluated based on:

Technical proposal (30%)

Financial proposal (35%)

Experience in IT training (25%)

Availability and alignment with proposed schedule (10%)

16. Penalties for Delay

A penalty of 1% of the total contract value per day of delay shall apply for late delivery or failure to perform within the agreed schedule, up to a maximum of 10% of the total contract value. The Foundation reserves the right to terminate the contract if the delay exceeds 10 days.
