Michel Daher Social Foundation (MDSF) is a leading non-profit organization committed to driving sustainable social, educational, and economic development in Lebanon. With a long-standing presence in the Bekaa region, MDSF empowers vulnerable
communities by offering innovative programs focused on youth, education, health, entrepreneurship, and digital inclusion.
The Tech Pour Tous (TPT) project is one of MDSF’s flagship initiatives designed to equip women and youth in rural Bekaa with
the technical and interpersonal skills needed to thrive in Lebanon’s growing digital economy. Through hands-on training,
mentorship, and career-oriented experiences, the program creates a pathway to employment, self-reliance, and community
leadership.
Background
As part of the Tech Pour Tous initiative, MDSF is implementing a Digital Literacy Training designed to support 60 women
between the ages of 15 and 35 who have limited or no access to prior technology education. This foundational training will
serve as a prerequisite for more advanced technical tracks, including Web Development, Data Science, Data Analysis, and
Cybersecurity.
The Digital Literacy Training will be delivered through 6 sessions totaling 18 hours for each group of beneficiaries, focusing on
essential computer and internet skills, basic software tools, and digital communication platforms. This program will build
participants' confidence and competency in using technology for learning, work, and daily life.
Objective
The objective is to deliver 18 hours of Digital Literacy training to each of the 4 groups of women learners over a 3-week period (15 women per group). The program aims to empower participants with essential digital skills, preparing them for deeper
engagement in future technical tracks offered by MDSF.
Scope of Work
The Trainer will:
● Deliver 6 sessions (each 3 hours or adjusted for 18 hours total) to each group among the 4 groups, across 3 weeks
● Cover topics including:
○ Introduction to Computers & Operating Systems
○ File Management and Typing Skills
○ Internet Use & Online Navigation
○ Online Safety and Cyber Awareness
○ Email and Google Tools (Docs, Sheets, Forms, Drive)
○ Communication Tools (Zoom, WhatsApp, etc.)
○ Introduction to Online Learning Platforms
● Adapt content for women with minimal digital exposure
Deliverables
The selected trainer is expected to deliver the following:
● Session plans and curriculum materials
● Delivery of a total of 24 sessions for the 4 groups (6 sessions of 3h/Session for each group)
● Pre- and post-assessment tools and analysis
● Weekly attendance and progress tracking
● Final progress report summarizing outcomes, improvements, and future recommendations
● Participant feedback collection
Duration of Assignment
The assignment will be completed within 3 weeks from the start date.
● Start Date: 25 June 2025
● End Date: 25 July 2025
Trainer Qualifications
The selected trainer should meet the following criteria:
1. A degree in Education, ICT, Digital Inclusion, or related fields
2. Minimum of 2 years of experience in delivering digital literacy or ICT training
3. Experience working with underserved communities and adult learners
4. Proficiency in using basic digital tools and platforms
5. Familiarity with participatory and inclusive training approaches
6. Strong Arabic communication and facilitation skills
Location
The training sessions will be delivered at Michel Daher Social Foundation, Ferzol, Bekaa, Lebanon.
Step 1: Prepare your Bid Documents

Technical Proposal:
Course outline, content, digital tools used, and learning outcomes.
Financial Proposal:
Provide a breakdown of your total offer in USD, including session rates, expenses, and taxes. Outline the payment structure
based on milestones tied to deliverables. (fill attached Annex A)

● Legal Documents (MOF, ID, Registration Certificate)
Step 3: Offer Validity
Your offer must remain valid for 60 days from the submission deadline. You may be contacted for clarification or further
discussions during this time.
Step 4: Payment Terms
● Payment will be made via bank transfer or Telegraphic Transfer (TT) within 15 working days after service completion.
● Payment will be processed after deliverables are met.
● Note: Without a valid MOF certificate, tax deductions of 3.4% on goods and 8.5% on services will apply, according to the
articles number 41 and 42 of the income tax law.
Step 5: Evaluation
Proposals will be evaluated based on:
● Technical (60%): curriculum, delivery approach, and qualifications.
● Financial (40%): Cost-effectiveness and competitiveness
