B1. About MDSF
Michel Daher Social Foundation (MDSF) is a Lebanese NGO established in 2014 and headquartered in Zahle,
Bekaa. MDSF operates across four program pillars: Healthcare & Social Wellbeing, Education & Human
Empowerment, Economic Development & Livelihoods, and Community Resilience & Sustainability.
B2. Project Context
Under an IOM-funded project implemented in partnership with Embrace, MDSF delivers drama-based psychosocial
support interventions for children and youth aged 6–18 in Bekaa, including collective shelter and community
settings.
These interventions follow guidance from the Lebanese Ministry of Social Affairs and focus on non-clinical,
recreational psychosocial support to enhance emotional expression, resilience, and social cohesion.
To ensure quality delivery, MDSF seeks to strengthen the capacity of its Psychosocial Mobile Teams (PMTs)
through a structured Training of Trainers (ToT) led by a qualified expert.
B3. Objective of the Assignment
The objective of this consultancy is to build the technical and facilitation capacity of PMT members to
independently deliver structured, non-clinical drama-based intervention sessions for children and youth in
emergency and collective shelter settings.
B4. Scope of Work / Deliverables
The selected consultant shall undertake the following:
1. Curriculum Development
Design a structured ToT curriculum tailored to PMT profiles and shelter contexts
Align content with MDSF’s existing drama-based intervention curriculum
Develop:
Session plans
Training tools and materials
Ensure compliance with MoSA PSS guidelines (non-clinical approach)
2. Training Delivery
Deliver 6 training days (5 hours/day — total 30 hours)
Ensure balance between theory and practice
Cover:
- Foundations of drama-based intervention
- Facilitation techniques
- Engagement of children (6–18) affected by stress/displacement
- Age-adapted activity design (6–11 vs 12–18)
- Group management in shelter contexts
3. Practical Application & Mentorship
Facilitate practical sessions (simulations/real scenarios)
Provide structured feedback and coaching to participants
4. Progress Assessment
Conduct pre- and post-assessments
Provide written feedback per trainee
5. Supervision & Follow-Up
Deliver 8 hours of supervision during implementation phase
Observe sessions and provide coaching reports
6. Reporting
Submit final report including:
Training methodology
Outcomes
Trainee performance
Recommendations
Key Deliverables Summary
ToT Curriculum
6-Day Session Plans
Training Materials
Practical Demonstrations (8 hours)
Final Report
B5. Reporting & Supervision
The consultant will report to:
Project Officer
Program Manager
Reporting requirements:
Training completion report
Final consultancy report with recommendations.
TECHNICAL PROPOSAL (Envelope 1)
The Technical Proposal must include:
• Proposed technical approach and methodology
• Detailed work plan with timeline and milestones
• Profile and relevant experience
• Team composition: CVs of key personnel
• Copy of the ID
• Copy of registration / legal status documents
• Copy of the MOF Certificate.
⚠ Do NOT include any pricing in the Technical Proposal
envelope.
C2. FINANCIAL PROPOSAL (Envelope 2)
The Financial Proposal must include:
• Detailed budget breakdown by deliverable or activity
• Daily / unit rates for all personnel (if applicable)
• All applicable taxes stated separately
• Payment schedule linked to deliverables
• Any assumptions or exclusions clearly stated
• Validity: prices held firm for 90 calendar days from submission
deadline
Financial Proposals are opened ONLY after technical evaluation is
completed and a minimum technical score of 70/100 is achieved.
SECTION D — EVALUATION CRITERIA (Disclosed to Proposers)
TECHNICAL EVALUATION — 60% of total score
FINANCIAL EVALUATION — 40% of total score
