Export Readiness Expert – Capacity Building for MSMEs

1. Objective of the Assignment
The objective is to equip MSMEs with the technical and strategic tools needed to prepare their
products and operations for export, by improving understanding of export procedures,
requirements, and competitiveness.
The expert will help MSMEs:
● Assess their current export readiness level.
● Identify export opportunities and target markets.
● Understand export documentation, labeling, and compliance requirements.
● Optimize pricing strategies and packaging for international markets.
● Build partnerships with export agents, distributors, and trade platforms.


2. Scope of Work
The expert will:
● Deliver two one-on-one clinics per MSME (2 hours each) focusing on:

 Session 1: Assess MSME export potential and barriers, provide Export
procedures, documentation, product requirements, logistics, and market
analysis.
 Session 2: Pricing, packaging, labeling, and access to trade channels or export
platforms.

● Provide MSMEs with practical tools and templates (e.g., export readiness checklist,
pricing calculator).
● Support MSMEs in identifying potential export markets and developing short-term
export action plans.
● Recommend improvements for packaging, certification, or documentation that enhance
product competitiveness abroad.


3. Expected Deliverables
● Export readiness assessment report per MSME.
● Customized export improvement plan and checklist per MSME
● Attendance and progress reports.


4. Duration and Timeline
● Total MSMEs: 5
● Clinics per MSME: 2 one-on-one clinics (2 hours each)
● Implementation Period: 3 November – 28 November 2025
● Sessions will take place on-site at MSME premises in West Bekaa and/or South Baalbek.

5. Qualifications and Experience
● Degree in International Trade, Business Administration, or Marketing.
● Minimum of 10 years’ experience in export development, trade facilitation, or SME
support.
● Knowledge of food export procedures among international markets (US, CAnada, EU,
GCC)
● Proven track record and success stories supporting MSMEs to enter regional or
international markets.
● Excellent communication, analytical, and reporting skills in Arabic and English.


6. Selection Criteria
Technical proposal and methodology 35 %
Relevant experience in export support and trade readiness 30 %

Financial competitiveness 25 %
Availability and adherence to timeline 10 %


7. Reporting and Supervision
The expert will report directly to the MDSF Project Manager, in coordination with the MSME
Support Team.


8. Payment Terms
● 100 % payment after completion of the one-on-one clinics, submission and approval of
all deliverables.
● Payments will be made via bank transfer or telegraphic transfer (TT), and a tax
deduction of 8.5% will apply in accordance with Lebanese law (Articles 41 & 42) if the
MOF documentation is not provided.

9. Submission Requirements
Applicants must submit:
● Updated CV or company profile.
● Technical and financial proposal (cost per MSME or per clinic).
● Copy of MOF certificate and ID/registration document.
● At least one relevant sample of previous work or export readiness project.


10. Confidentiality
All MSME data and information are confidential and may not be disclosed without prior written
approval from MDSF.
