2. Background
Under the Active Citizenship Lab (ACL), MDSF aims to empower Lebanese and Syrian youth to strengthen civic leadership, participatory governance, and conflict-sensitive engagement. The Lab provides youth with the knowledge, tools, and spaces to co-design initiatives that address local challenges, foster collaboration with municipalities, and promote social cohesion across host and refugee communities.
3. Objective
To train approximately 20 Lebanese and Syrian youth on municipal law and local governance frameworks, enhancing their understanding of civic rights, municipal structures, and participatory governance processes relevant to both Lebanese and Syrian contexts.
4. Scope of Work
Key responsibilities include:
Deliver a 3 days interactive training on municipal law, governance structures, and participatory mechanisms including:
Understanding the legal framework governing municipal labor relations.
Analyzing labor rights and obligations within municipal contexts.
Comparing electoral laws and practices in Lebanon and Syria.
Developing skills to interpret and apply election laws and regulations.
Gaining insight into the electoral processes, candidate eligibility, and voting procedures in both countries.
Enhancing analytical and critical thinking regarding electoral systems and labor laws at the municipal level.
Applying legal knowledge to real-world scenarios involving municipal governance and elections.
Introduce comparative analysis of Lebanese and Syrian municipal frameworks.
Facilitate exercises on citizens’ rights, responsibilities, and municipal engagement.
Provide mentorship to youth applying governance knowledge in council simulations and initiatives.
Coordinate with MDSF for technical alignment and documentation.
5. Deliverables
The trainer/service provider is expected to deliver the following:
• Training module and presentation materials.
• Pre- and post-assessments.
• Summary report of training and participant evaluations.
• Technical notes for future governance workshops.
6. Duration of Assignment
Total Duration: Up to 5 working days (3 for delivery, 1 for preparation, 1 for reporting).
Implementation Period: Mid November - End December 2025
7. Qualifications
The selected trainer or training organization must meet the following qualifications:
• Degree in public administration, law, or political science.
• Minimum 5 years of experience in local governance or municipal training.
• Experience with civic education or CSO capacity building.
• Fluency in Arabic and English; strong facilitation skills.
8. Location
Ferzol, Zahle, Bekaa (Michel Daher Social Foundation building).
9. Reporting and supervision
The trainer/facilitator will report directly to the MDSF focal point. Coordination and logistical support will be provided by MDSF staff.
10. Payment Terms
Payment will be made via bank transfer as follows:
• 50% upon completion of 2 training sessions
• 50% upon completion of the remaining session submission and approval of the final report.
Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply.
11. Documents Required

- Financial proposal (including training delivery, clinic sessions, …)
- Legal documents (MOF, ID, Registration Certificate)
- Sample of similar previous work

All information submitted in response to this RFQ is considered confidential and must not be disclosed to third parties without written consent from MDSF.

Late submissions will not be accepted. Only shortlisted applicants will be contacted.

15. Evaluation of Proposals
Proposals will be evaluated based on:
Technical proposal (30%)
Financial proposal (35%)
Experience in IT training (25%)
Availability and alignment with proposed schedule (10%)
16. Penalties for Delay
A penalty of 1% of the total contract value per day of delay shall apply for late delivery or failure to perform within the agreed schedule, up to a maximum of 10% of the total contract value. The Foundation reserves the right to terminate the contract if the delay exceeds 10 days.
