2. Background
Under the Active Citizenship Lab (ACL) initiative, MDSF aims to empower Lebanese and Syrian youth in the Bekaa region to engage actively in civic life, strengthen participatory governance, and promote conflict-sensitive community action. The program creates inclusive spaces for youth to co-design local initiatives, simulate municipal governance processes, and enhance collaboration with local authorities. As part of the Lab, participants will receive specialized training on community needs assessment methodologies to identify and prioritize local issues through participatory and evidence-based approaches.
3. Objective
The objective of this assignment is to train and mentor approximately 20 Lebanese and Syrian youth on participatory community needs assessment methodologies in Bar Elias. The trainer will equip participants with the practical tools and knowledge to design and conduct surveys, focus group discussions (FGDs), and stakeholder consultations, culminating in the development of a community-driven needs assessment report that will guide subsequent civic initiatives.
4. Scope of Work
Key responsibilities include:
• Design and deliver a 1-day interactive training session on participatory needs assessment methodologies (qualitative and quantitative tools).
• Introduce key concepts such as data collection ethics, inclusivity, and conflict sensitivity.
• Support youth teams in conducting field applications (supervision and mentoring during data collection and analysis).
• Guide participants in drafting a concise, evidence-based community needs assessment report.
• Coordinate closely with the MDSF project team to ensure the alignment of methods and outputs.
• Submit a final summary report documenting the process, findings, and recommendations.
5. Deliverables
The trainer/service provider is expected to deliver the following:
1 community needs assessments completed & documented.
100 assessment completed by Trainees
1 FGD completed & Documented
Up to 3 initiatives co-designed.
Training module and materials (PowerPoint, handouts, tools, and templates).
Pre- and post-training assessments.
Field supervision notes and technical feedback for youth teams.
One consolidated community needs assessment report.
Final summary report including lessons learned and recommendations.
6. Duration of Assignment
Total Duration: 2.5 Days
- Training on needs assessment
- 1 community needs assessment completed and documented
- 1 Focus group discussion completed & documented. ( In Bar elias , beqaa )
- up to three initiatives co-designed
and 1/2 day preparation & reporting:
- Training module & materials
- Pre & Post training assessments
- One consolidated community needs assessment report.
- Final summary report including lessons learned and recommendations.
N.B: the field Supervision will be followed up by phone ( for assistance only if requested by trainees )
Implementation Period: Mid November 2025 - End December 2025
7. Qualifications
The selected trainer or training organization must meet the following qualifications:
• Bachelor’s degree or higher in social sciences, development studies, or related fields.
• Minimum 3–5 years of experience conducting and training on community needs assessments, participatory research, or civic engagement.
• Strong facilitation and mentoring skills with youth and refugee communities.
• Proven experience in data collection tools, participatory methodologies, and reporting.
• Excellent written and verbal communication in Arabic and English.
• Previous experience with NGOs, UN agencies, or civic initiatives is an asset.
8. Location
Ferzol, Zahle, Bekaa (Michel Daher Social Foundation building).
9. Reporting and supervision
The trainer/facilitator will report directly to the MDSF focal point. Coordination and logistical support will be provided by MDSF staff.
10. Payment Terms
Payment will be made via bank transfer as follows:
• 100% upon submission and approval of the final summary report.
Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply.
11. Documents Required

All information submitted in response to this RFQ is considered confidential and must not be disclosed to third parties without written consent from MDSF.

Late submissions will not be accepted. Only shortlisted applicants will be contacted.

15. Evaluation of Proposals
Proposals will be evaluated based on:
Technical proposal (30%)
Financial proposal (35%)
Experience in IT training (25%)
Availability and alignment with proposed schedule (10%)
16. Penalties for Delay
A penalty of 1% of the total contract value per day of delay shall apply for late delivery or failure to perform within the agreed schedule, up to a maximum of 10% of the total contract value. The Foundation reserves the right to terminate the contract if the delay exceeds 10 days.
