Procurement of Raw Materials for Mouneh and Catering Services

1. INTRODUCTION
Michel Daher Social Foundation is supporting women-led economic empowerment initiative aimed
at supporting local women in the production of traditional mouneh and provision of catering
services. This initiative is part of a broader effort to enhance community-based livelihoods and
promote local food heritage in Zahle and surrounding areas.

2. PURPOSE
This RFQ seeks to identify one or more reliable suppliers who can provide raw materials in bulk
quantities for mouneh production and catering operations. The supplier(s) must demonstrate the
ability to deliver quality goods consistently and within agreed timelines to specified locations.

3. ITEM COMMODITY AND SPECS
Requested items include (but are not limited to):

 Bread and Dough
 Liquids

 Oil and Vinegar
 Meats
 Pastes and Molasses
 Spices and Powders
 Canned Products
 Chocolate
 Dairy Products
 Dressings
 Dried goods, seeds and nuts
 Food Additives
 Packaging and utensils

Suppliers must clearly indicate the following for each item:

 Minimum Order Quantity (MOQ)
 Unit of Measure (UOM) such as kg, liter, pack, etc.
 Price per MOQ

4. SUBMISSION REQUIREMENTS
The application must include the following documents:

 Annex A – Tender Application Form to signed and returned.
 Annex B –Financial BOQ attached (including UOM, MOQ, and unit prices)
 Annex C – Legal Documents (Commercial Registration, MOF Certificate, VAT
Certificate, IDs of owners)

5. SELECTION CRITERIA
Evaluation will be based on the following:
Product Quality and Specification Match 50%
Price and Cost-Effectiveness 40%
Delivery Capacity and Timeliness 10%

6. PAYMENT TERMS

 Payment will be made via bank transfer or Telegraphic Transfer (TT) within 15 days
from the reception of the invoice.
 Payment will be made against official invoice.

NOTE: Vendors without a valid MOF certificate will be subject to tax deductions in accordance
with Articles 41 and 42 of the Lebanese income tax law (3.4% on goods and 8.5% on services).

 7. GENERAL TERMS
 All prices should be valid for a period of 30 days from the deadline.
 MDSF reserves the right to reject any or all offers.
 Delivery will be requested in bulk quantities to Zahle.
 Suppliers may be invited for clarification or negotiation.
