Request for Quotation (RFQ): Supply and Installation Works for the Ain Kfarzabad Reforestation Project

Background & Purpose

Michel Daher Social Foundation (MDSF) invites qualified contractors/suppliers to submit technical and financial proposals for the supply and installation works related to the Ain Kfarzabad Reforestation Project.

This RFQ is issued in accordance with MDSF procurement procedures and applicable governance requirements.

Scope of Work

The selected contractor shall provide the following works and materials in compliance with the technical specifications:

Special Site Conditions

Bidders must consider and include the following conditions in their proposals:

No water source available on site.

No electricity source available on site.

Site terrain is inclined with an approximate slope of 20°.

Concrete mixer trucks may access the site; however, concrete must be transferred manually or by appropriate means to installation areas.

Pit excavation will be conducted by a JCB machine provided as a cost-share contribution by Ain Kfarzabad Municipality.

All site-related risks and logistical considerations must be reflected in the financial offer.

 

 Eligibility Criteria

Eligible bidders must:

Be legally registered and authorized to operate.

Have proven experience in similar fencing or infrastructure works.

Submit complete technical and financial proposals.

Provide valid registration documents and tax/VAT documentation (if applicable).

 

Payment Terms

Payment shall be:

Payment shall be processed within fifteen (15) working days following full completion of the works, submission of a valid invoice, and formal acceptance by MDSF.

Payment shall be made via bank transfer (telegraphic transfer or other approved money transfer method).

Payment shall be released upon:

Successful completion of 100% of the agreed works and deliverables.

Submission of a valid original invoice.

Written confirmation and signed acceptance of completion by MDSF.

 

Additional Conditions

In the absence of a valid Ministry of Finance (MOF) certificate, applicable withholding taxes will apply as follows:
• 3.4% on goods
• 8.5% on services

 

MDSF reserves the right to withhold final payment if the deliverables are incomplete, defective, or not in accordance with the agreed technical specifications and quality standards.

How to Apply

 

Submission Instructions 

Proposals must be submitted by March 18, 2026, at 12:00 PM.

Submissions shall be sent exclusively to the designated procurement email inbox: procurement@daherfoundation.org 

The email subject line must indicate: Supplier Name-MDSF-RFQ26-004

Technical and financial proposals must be submitted as two separate files, clearly labeled.

Late submissions will not be accepted and will be automatically disqualified.

 

Clarifications

Any request for clarification regarding this RFP must be submitted in writing to the designated procurement email before March 16, 2026.

Clarification requests received after the deadline may not be addressed.

Responses to clarifications, when applicable, will be shared equally with all bidders to ensure transparency and fairness.

 

Proposal Validity

Proposals shall remain valid for a period of 30 days from the submission deadline.

Bidders shall maintain their offer prices and conditions during the validity period.

 

Submission Requirements

Proposals must include the following:

Technical Proposal

Understanding of the assignment and objectives

Proposed methodology and implementation approach

Detailed implementation timeline

Relevant experience and references related to similar assignments

 

Financial Proposal

Detailed unit prices in accordance with the attached Annex 1

Total price including all applicable costs

Financial proposal must be submitted separately from the technical proposal in compliance with the two-file procedure

Required Documents

Copy of the ID

Copy of the MOF & Commercial Registration Certificate (if any).

Proposals will be evaluated based on predefined criteria:

Note: Award will be based on the highest combined technical and financial score.

MDSF reserves the right to conduct negotiations or request a Best and Final Offer (BAFO) if deemed necessary. This possibility is included under this RFP.

Site Visit

Bidders are encouraged to conduct a site visit prior to submission. Submission of a quotation implies acknowledgment of site conditions.

Penalties for Delay

A penalty of 1% of the total contract value per day of delay shall apply for late delivery or failure to perform within the agreed schedule, up to a maximum of 10% of the total contract value. The Foundation reserves the right to terminate the contract if the delay exceeds 10 days.
