Trainer – Good Manufacturing Practices (GMP) & Circular Production

Objective of the Assignment
The objective is to empower MSMEs to adopt Good Manufacturing Practices (GMP) and
integrate circular production principles into their operations to reduce waste and improve
efficiency, with the goal of improving food quality and safety, optimizing resource use,
reducing environmental impact, and increasing competitiveness in environmentally
conscious markets. This initiative aims to strengthen MSMEs' capacity to implement
sustainable and efficient production systems, enhance compliance with environmental
and quality standards, and align with circular economy models ultimately positioning
them for greater success in sustainable market opportunities.

 Scope of Work
The selected trainer/service provider will:
- Design and deliver two in-person full day workshops tailored to MSME size:
● One for 10 micro enterprises
● One for 20 small and medium enterprises
- Develop and submit a customized training agenda and relevant materials/handouts.
- Deliver offline one-on-one clinics (in-person) to 24 MSMEs.
- Conduct pre- and post-training assessments to measure learning outcomes.
-Reports per MSME including analysis of outcomes, clinic observations, finalized
deliverables, Business continuity plan and recommendations.
- Coordinate with MDSF on scheduling, logistics, and MSME follow-ups.

 Suggested Session Topic
For Micro Enterprises:
● Introduction to GMPs: Simplified principles of Good Manufacturing Practices
tailored to small-scale operations.
● Hygiene and Sanitation: Easy-to-follow personal hygiene and workplace
sanitation protocols.
● Visual SOPs: Illustrated standard operating procedures for daily tasks such as
cleaning, handwashing, and storage.
● Safe Raw Material Handling: Basic guidelines for receiving, storing, and
processing raw materials.
● Good Storage Practices: Practical tips for organizing and maintaining proper
storage conditions.
● Circular Economy Basics:
○ Minimizing raw material waste through portion control and reuse.
○ Safe reuse of containers and materials.
○ Reducing packaging waste and encouraging local sourcing.
● Waste Management Essentials:
○ Simple separation of organic and non-organic waste.

○ Safe disposal techniques.
○ Basic composting or partnerships with local recyclers.

For Small and Medium Enterprises:
● Structured GMP Implementation: Detailed understanding of GMP frameworks
and how to operationalize them.
● Traceability and Coding: Systems for tracking raw materials and finished goods,
including batch coding.
● Preventive Maintenance: Scheduled maintenance and equipment calibration to
ensure consistent product quality.
● Facility Layout & Workflow Optimization: Enhancing efficiency and hygiene
through better design and production flow.
● Circular Economy for SMEs:
○ Waste valorization through reuse and secondary product development.
○ Resource efficiency in water, energy, and raw materials.
○ Adoption of eco-friendly and sustainable packaging.
● Integrated Waste Management:
○ Monitoring and tracking waste output.
○ Creating and implementing a facility-wide waste management plan.
○ Collaborating with recycling or composting partners.
● Sustainable Product Development: Aligning new products with green market
trends and consumer demand.
● Introduction to LEAN Manufacturing: Basics of LEAN principles to improve
productivity and minimize waste.

Trainees will receive a comprehensive set of practical documents and visual aids to
support the implementation of Good Manufacturing Practices (GMP), hygiene standards,
and circular economy principles. These materials are designed to help MSMEs ensure
regulatory compliance, improve operational efficiency, and enhance sustainability:
● GMP Manual – A simplified, illustrated guide tailored for MSME use.
● Hygiene Protocol Cards – Laminated SOPs for staff on sanitation and hygiene
procedures.
● Visual SOP Posters – Display-friendly, Arabic-supported instructions for daily
operations.
● Circular Production Guide – Localized strategies for minimizing waste and
improving resource efficiency.
● Waste Management & Carbon Reduction Guide – Practical tips to reduce
environmental footprint.

safety, labeling, and traceability.

 Duration and Timeline
● Workshops:
○ Two full-day workshops
○ Specify number of training hours per day for each group (micro vs. SMEs)
○ Tentative dates: June 27 and June 28, 2025 at MDSF – Ferzol
● Clinics:
○ Each one-on-one offline clinic of 1 hour, with a total of 28 clinics to be
conducted
○ Delivered over 2–3 weeks post-workshop
○ On-site (South Baalbeck and West Bekaa)
○ Scheduled in coordination with each MSME and MDSF


Qualifications of the Trainer/Service Provider
- Proven expertise in food production, quality management, or industrial sustainability
with demonstrated knowledge of Good Manufacturing Practices (GMP)
- Experience supporting or training MSMEs on food safety, quality assurance,
resource-efficient production, and sustainable practices.
- Knowledge of circular economy principles, waste reduction strategies, and
environmental compliance standards
- Ability to communicate technical production concepts in a clear, practical, and
context-appropriate manner
- Arabic fluency required

 Reporting and Supervision
The trainer/service provider will report and keep close coordination with the Project
Manager at MDSF. Coordination and scheduling support will be provided by MDSF
staff.


Payment Terms
- Payment will be made via bank transfer or Telegraphic Transfer (TT): 40% upon
completion of the 2-days training and the remaining 60% upon completion of all clinics
and submission of the final report
- Vendors without a valid MOF certificate will be subject to tax deductions in accordance
with Articles 41 and 42 of the Lebanese income tax law (3.4% on goods and 8.5% on
services).

- CV or organization profile with relevant experience
- Technical proposal (approach, methodology, outline of topics)
- Financial proposal (including training delivery, clinic sessions, ...)
- Legal documents (MOF, ID, Registration Certificate)
- Sample of similar previous work (if available)


Confidentiality Statement
All information submitted in response to this RFQ is considered confidential and must
not be disclosed to third parties without written consent from MDSF.
