Mines Advisory Group (MAG) Lebanon is receiving grants from various donors for the implementation of the humanitarian aid operation. MAG is expecting to complete several constructions works during the current year and hence is in need to find specialized companies.
The aim of this open tender with no price is to pre-select qualified construction companies matching the criteria mentioned below.
The selected company will be registered as a pre-qualified company for a period of two years; during this period, whenever MAG will need to contract out construction works, will refer to its pool of pre-qualified companies. Therefore, whenever Mag will need to engage construction works, a specific Bill of Quantity will be provided to a selected supplier within a restricted selection process run by MAG. The construction company providing the best offer with the Bill of Quantity will be contracted.
Being a pre-qualified supplier does not guarantee to be awarded that contract, but the award will be based on competition.
The main requirements to become a qualified supplier are the following:
- The company must be specialized in infrastructure and heavy construction projects, with a particular focus on civil engineering. The company should be able to provide planning, design, construction and hand over, from its beginning till the end.
- The company should have a minimum of 5 years working experience in the above-mentioned projects and/or proof of successful completion of multiple projects, as per specifications provided.
- The company should have a minimum number of permanent staffs with the following skills: civil engineers, structural engineers, quantity surveyors, skilled workers, unskilled workers.
- The company should provide a proven experience that has managed at least one project of infrastructure and heavy construction, for a minimum value of 500.000 USD (or equivalent in LBP) in the last 5 years.
- The company should be able to provide bank statements of the last 5 years to prove its financial stability and cash flow. Private bank accounts (national or foreign) in the name of the company’s owner will be considered compliant
- The company should be keen to accept payments based on agreed construction stages (% of work performed vs payment received)
- The company should be keen to accept a retainage equal to 10% of the contract value to be paid maximum after 6 months from the completion of the works
- The company should have a minimum availability of owned or leased construction equipment and heavy-duty machinery. Proof of existing and valid leasing or ownership for the relevant heavy-duty machinery will be required.
- Previous experience in constructions related to governmental department buildings or similar will be positively considered
- Proven ability to manage multiple location construction works will be positively considered
MAG is therefore opening a pre-selection of qualified infrastructure and heavy construction companies, inviting suppliers that are legally entitled and capable to comply with the specifications provided.
The aim of this competitive process is to select one or multiple suppliers with whom to sign a Framework Agreement without a price for the duration of two years.
The Contracting Authority must receive the bids before the closure date specified in section 2. They must include all the documents specified in section 6 of these Instructions and should be deposited to:
- MAG Lebanon tender box situated at Salami Building, Der El Zahrani Main road, Nabatieh between the hours of 8 am to 03:30 pm.
All tenders, including annexes and all supporting documents, must be submitted in a sealed envelope bearing only,
- The submission address
- The reference code of this selection procedure
- The words (“Not to be opened before the tender opening session”) written outside the envelope of the offer in English
- The name of the tenderer
- If it is via mail, the bids including all the annexes & the supporting documents must be submitted to the email below:

An automatic email reply will be delivered to all tenderers for receiving the bids. only one Email to submit the Bid acceptable, if multiple e-mails containing bids are received from the same supplier, the tender committee may disqualify the bid. All docs should be included on a zipped file named Tender 21004_ Pre-selection of qualified infrastructure and heavy construction companies. The subject of the message should be Submission of Bid for Tender 21004_ Pre-selection of qualified infrastructure and heavy construction companies. Please notice that during application period access to the submission address is locked to ensure the safety of the electronic bids.
