Community Liaison Officer

To make positive links with leaders and other key community members in order to aid the implementation of efficient and effective MAG operations.

Reports to: Community Liaison Team Leader.

 

Principal Responsibilities

Community Liaison:

  1. Conduct community visits before, during, and after clearance activities.
  2. Build and maintain trusted relationships with local communities, authorities, NGOs, and other key stakeholders.
  3. Act as a focal point for provincial, district, municipality and village-level representatives.
  4. Collect and document impact data and other relevant information to support clearance activities, including pre- and post-clearance assessments.
  5. Collect and document case studies that highlight the impact of MAG’s work and illustrate the challenges caused by mines and unexploded ordnance (UXOs).
  6. Identify and collect quality case studies, including photographs and personal testimonies.
  7. Support operational teams with community-related coordination as needed.
  8. Responsible for the proper use and maintenance of MAG equipment, including GPS, compass, camera, and any other tools provided for assigned tasks.
  9. Report any challenges or malfunctions promptly to the CL Team Leader to ensure timely support.

Non-Technical Survey:

  1. Visit communities to liaise with leaders and other key people to collect data (using interviews, meetings, observations, cross checking, mapping and photographs) for non-technical survey and pre-clearance prioritisation purposes.
  2. Complete MAG NTS forms on IMSMA.
  3. Create precise and professional maps on Google Earth.

Explosive Ordinance Risk Education (EORE):

  1. Deliver EORE sessions to raise awareness of mines and UXO among target groups, using MAG’s approved methodologies and materials.
  2. Ensure timely and accurate reporting of EORE activities.

Communication and Reporting

  1. Flag follow-up needs and share key community feedback with the CL Team Leader.
  2. Support information-sharing, lesson learning, and capacity building within the CL team.
  3. Foster and maintain positive working relationships with all MAG colleagues to support capacity building efforts and promote knowledge sharing.
  4. Collaborate with MAG teams and Mine Action professionals to ensure effective information sharing on Mine Action activities and strengthen the overall impact of MAG Lebanon program.
  5. Ensure reporting accuracy and quality in weekly, monthly, and ad hoc reports.
  6. Verify all field data and maps before submission.
  7. Support information management processes as needed, including data entry, reporting, and documentation using relevant tools such as IMSMA.
  8. Maintain consistent communication with the CL Team Leader.

Essential Requirements

  • Bachelor’s degree in social sciences, Sociology, or equivalent years of experience.
  • At least 3 years proven experience in community engagement, awareness-raising, and social safeguards.
  • Strong inter-personal and communication skills with ability to engage professionally with beneficiaries and stakeholders in a cross-cultural environment.
  • Experienced trainer, facilitator and mediator.
  • Proficient in data collection and analysis.
  • Demonstrated experience in writing reports and producing high-quality documentation.
  • Strong understanding of the Lebanese humanitarian context and community dynamics.
  • Proficient in English and Arabic (written and spoken).
  • Valid driving license.

Additional Preferred Qualifications:

  1. LMAC accreditation in Explosive Ordnance Risk Education (EORE), obtained in 2025.
  2. Demonstrated experience in drafting case studies within the Humanitarian Mine Action sector.
  3. Practical experience in conducting Non-Technical Surveys (NTS).
  4. Training in the use and completion of IMSMA and OMIS data collection forms.
