Community Liaison Officer/CLO For Mixed Team/ Ras Baalbak

Overall Objective:
To make positive links with leaders and other key community members in order to aid the implementation of efficient and effective MAG operations 
Reporting Sturcture: 
The line manager of the Community Liaison Officer will be the Community Liaison Manager.
Physical and Qualifications requirement

Must have the ability to read and write in the local language. A good command of the English language both written and verbal is desirable.
Must have a good understanding of CL and MRE roles/activities.
Must be physically and mentally fit.
Must hold a valid driving license.
Must have good interpersonal communication skills.

Principal Responsibilities
Technical Tasks - CL team responsibilities vary according to needs but may include:
    Community Liaison

Community Liaison in support of clearance activities – visiting the communities before, during and after clearance
Collect and regularly update beneficiary and land use data for clearance tasks.
Collection of case studies to demonstrate the impact of MAGs work or to show the problems caused by Mines/ UXOs.
Collecting post-clearance impact assessment data in communities.
Any other support in dealing with communities required by operations department.

    Non-Technical Survey

Visiting communities to liaise with leaders and other key people to collect data (using interviews, meetings, observation, cross checking, mapping and photographs) for non-technical survey and pre-clearance prioritisation purposes
Completion of MAG pre-clearance data sheet and other NTS forms in Arabic or English
Development of accurate and professional maps
Handover of survey data to FOO in case of clearance task being issued

    Mine Risk Education (MRE)

Deliver Mine Risk Education to develop awareness about mines and UXO amongst target groups using agreed methodologies
Train volunteers to deliver basic MRE messages
Complete accurate and timely MRE activity reports

    Standard Requirements – All CLOs

Highlight to the CLM the need for any additional action in the area of operations (e.g. CLO liaison with risk-taking group or request to carry out MRE).  Implement as required.
Manage available time in the community to insure sufficient and comprehensive information has been gathered.
Be responsible for MAG equipment in his/her care: GPS, Camera and any other material handed to her/him to fulfill designated tasks.
Gather full details of accidents (in Area 6) not shown on IMSMA NG as tasked by the CLM.
Identify and collect good quality case study information and photographs.

Capacity Building and HR

Liaise with the CLM regarding results and discuss possible future improvements (for CLM to pass on to TOM).
Build and maintain good working relationships with all staff to maximise capacity building objectives and share learning.
Ensure that a high standard of discipline is maintained for operational staff personnel in accordance with MAG Lebanon National Staff Terms and Conditions.

Communication and Reporting

Ensure that the CLM and NTS Supervisor (NTSS) is kept well informed on all tasks with respect to current progress, recommendations, plus any difficulties encountered which may affect MAG activities or reputation.
Request the assistance of the CLM or NTSS as and when required.
Check quality of all information/maps before leaving the field and before passing to the CLM.
Assist in information management as required.
Update CLM/NTSS on the situation on the ground.
Work as part of a team and liaise with other MAG personnel and Mine Action personnel to ensure a beneficial flow of information regarding Mine Action related issues for the benefit of the MAG Lebanon programme.
Provide Weekly & Monthly reports on his/ her activities in the field.
Complete any other reports as required by the CLM.

General

Work within the framework of MAG’s core values.
Act as an ambassador for MAG, promoting its ethos and mission statement.
Ensure all staff is made aware of wider programme issues, developments and achievements within MAG.
Contribute to fundraising initiatives where appropriate.
Adhere to all MAG policies and procedures.
Work in compliance with MAG’s equal opportunities policy.
Undertake any other duties appropriate to the post as may be required.
Aware of gender mainstreaming and ready to participate in gender awareness courses/training.

Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise
Able to work in a mixed team.
