National Construction Coordinator

The role focuses on coordinating field implementation, monitoring progress, and ensuring all construction works meet quality, safety, and project objectives.
The NCC will be supporting the Construction Manager in overseeing MAG’s construction portfolio, ensuring activities align with MAG’s operational requirements and relevant international standards. 

Principal Responsibilities

Project Planning

1. Liaise with the relevant authorities and WAM National Construction Manager (NCM) to assess needs and produce construction diagrams and plans for buildings.

2. Support the NCM to produce tender documents for each project in accordance with MAG standards and requirements.

3. Support the NCM in review of the bids provided by each construction company for each project and assess the technical and practical feasibility of the bid

4. Undertake bid analysis to assess and determine the most appropriate bid and contractor.

Project Implementation – Quality Assurance & Quality Control

1. Undertake day-to-day relations with contractors as directed by the NCM to ensure high quality construction activities

2. Support the NCM in continual quality assurance of the building contractors during the construction phase to ensure that the construction is of an acceptable standard to MAG and the relevant Lebanese authorities.

3. Ensure that the performance dates specified in the agreed construction plan are being achieved by contractors.

4. Ensure that any change to the agreed construction diagrams is approved by the relevant authority and WAM NCM prior to the change being carried out.

5. Ensure that records are kept for the quality assurance checks being carried out, indicating any problems arising and inform the WAM NCM.

6. Ensure that acceptable photographs are taken of the facility and surrounding location prior to construction, during construction and after construction.

Project Implementation – Construction and Rehabilitation work

1. Liaise with the relevant authorities and WAM NCM regarding the specific technical requirements of each facility identified for intervention.

2. Support the WAM NCM to produce an acceptable Implementation plan for the construction works in conjunction with the relevant authorities.

3. Support the WAM NCM in continual quality assurance checks of the construction work to ensure that the work is of an acceptable standard to MAG and the relevant authorities.

4. Supervise the work of contractors to ensure that performance dates are achieved according to agreed work plans and milestones.

5. When applicable arrange the necessary permissions for the transportation of the building materials to their installation sites.

6. Ensure up to date task dossiers for all locations are held in the MAG Office.

7. Ensure that acceptable photographs are taken of the facility during site visits and any issues arising should be reported directly to the WAM NCM.

8. Submit weekly construction updates to WAM Operations Manager when the WAM NCM is on leave.

Essential Requirements

  • A degree and/or post graduate qualification in civil engineering.
  • Prior Experience of running multi-site construction projects and experience in Quality Management and Control processes.
  • Experience of tender processes, third party contractors and ensuring quality delivery of work
  • Experience of using finance, administration, logistics and human resource systems to ensure project success.
  • Experience of using relevant civil engineering software.
  • Substantial knowledge of the development and evaluation of civil engineering design and construction contracts, bills of quantities, and specifications.
  • Excellent organisational skills with the ability to coordinate activities in a fast-paced environment
  • Experience of coordinating the activities of a multidisciplinary team including contractors and technical staff from a diverse range of backgrounds.
  •  Excellent interpersonal skills with the ability to work with people from different backgrounds
  • Able to multitask and coordinate varied workload.
  • Able to credibly represent MAG with key stakeholders.
  • Honest and trustworthy.
  • Flexible and adaptable.
  • Essential - fluent in verbal and written communications in the English Language.
  • Valid driving license for Manual gear.

GENERAL

All MAG staff is expected to undertake the following general duties:

  • Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise.

The ideal candidate will hold a degree or postgraduate qualification in Civil Engineering and possess proven experience in managing multi-site construction projects, with a strong focus on quality management and control processes. They should have hands-on experience in tendering, working with third-party contractors, and ensuring high-quality project delivery. The role also requires familiarity with financial, administrative, logistics, and human resource systems that contribute to project success, as well as proficiency in relevant civil engineering software. A solid understanding of developing and evaluating engineering designs, construction contracts, bills of quantities, and technical specifications is essential.
