IT Analyst

I- BACKGROUND AND OBJECTIVES

The Government of Lebanon (GoL) has received financing from the World Bank toward the cost of the Lebanon Health Resilience Project (LHRP) and Strengthening Lebanon’s Covid-19 Response Project (SLCRP).

The LHRP is a seven-year project that aims to increase access to quality healthcare services to poor Lebanese and displaced Syrians in Lebanon and to strengthen the Government’s capacity to respond to COVID-19. This project will: (i) provide subsidized packages of essential healthcare services to 210,000 vulnerable Lebanese living under poverty line identified by the Emergency Social Safety Net (ESSN) Project; (ii) strengthen the technical and organizational capacities of the Ministry of Public Health (MoPH), Primary Health Care Centers (PHCCs), and public hospitals; (iii) cover the hospitalization bills for COVID-19 and non-COVID-19 claims at private and public hospitals for uninsured Lebanese; and (iv) strengthen the Government of Lebanon’s capacity to respond to COVID-19 pandemic.

The SLCRP is a 1.9-year project financed by the World Bank. The project will finance payment of hospitalization bills for COVID-19 and related health conditions to public hospitals and eligible private hospitals, using provider payment methods as agreed with the World Bank. The project will also finance the procurement and the deployment of COVID-19 vaccines and the operations that support the vaccination rollout, goods needed for the prevention, detection and case management of COVID-19 and related health conditions for public hospitals. The project will support the procurement of new medical equipment or the maintenance of old equipment in public hospitals providing COVID19 and related health conditions medical services.

 

II- RESPONSIBILITIES

The MoPH is seeking to recruit an IT Analyst. The IT Analyst will assist MoPH with the analysis and design of different information systems (IS) including but not limited to LHRP PHC component (PHENICS and other programs), hospital payments, supervision of system strengthening activities (in SLCRP) and other sub-elements of the LHRP and SLCRP project. The IT Analyst will work closely with the ITdepartment at the MoPH and will be responsible for the following:

- Monitoring and maintaining computer systems and networks

- Supporting the roll-out of new applications

- Reviewing business processes optimization analysis for the PHENICS modules; this will be done by producing business processes models for the IS processes and proposing optimized processes where feasible;

- Identifying the IT and IS needs for the different project activities;

- Managing Cybersecurity policies of the IT systems and software with the increase in the number of contracted primary healthcare centers (PHCCs) and public hospitals;

- Troubleshooting system and network problems;

- Diagnosing and solving software faults;

- Providing support, including procedural documentation and relevant reports;

- Training and educating users on the current and new IT systems;

- Following up on the development phase of national scale software projects financed by the LHRP;

- Coordinating and facilitating communication with IT development firms;

- Ensuring effective collaboration and timely exchange of information with IT development firms;

- Acting as a liaison between the organization and the IT development firms;

- Ensuring that IT development firms adhere to project timelines and deliverables

- Identifying the support needed for PHENICS at the PHCCs;

- Maintaining and identifying the support needed for the health information system at the public hospitals to support project activities;

- Maintaining and identifying the support needed for API for the integration between PHENICS and other existing and new IT systems;

- Optimizing/ fine tuning the resources needed for the applications utilized by the different project users;

- Maintaining Modules and identifying the need for new modules of applications and softwares at the PHCCs, to support project activities;

- Identifying the support needed for the design, implementation, and analysis of new applications and IT solutions as deemed needed for project activities;

- Participating in the preparation of needed digital solutions for data generation and management;

- Developing and implementing a plan for developing appropriate digital technology platforms and applications to support the project activities;

- Preparing documents, such as terms of reference, technical specifications, and requirements documentation, that are needed to purchase new information systemor IT resources for the project;

- Preparing quarterly and semi-annual reports as per World Bank project requirements;

- Assisting in the preparation and continued relevant update of the Project Operations Manual, as needed; and

- Coordinating and overseeing the work of all outsourced consultants/firms, as needed.

III- DURATION

The contract period is for one year, extendable upon satisfactory performance and mutual agreement. The first six (6) months will be considered as probationary period, based on which the consultant’s performance will be evaluated. The contract may be terminated with no remedy if the performance was evaluated as not satisfactory.

IV- REPORTING REQUIREMENTS

The IT Analyst will report to the Project Management Unit’s (PMU) Project Manager and coordinate closely with the IT department at MoPH. The IT Analyst is expected to work closely with the PMU staff, PHCCs, and public hospitals.

V- QUALIFICATIONS

Education:

Bachelor’s degree in computer science or equivalent education related to Information System and/or programming, Master’s degree is a plus.

Minimum 2-5 years of experience in a similar position;

Familiarity and demonstrated experience in techniques for organizational design, process improvement, technology assimilation, and process modeling;

Extensive knowledge and experience in workflow and business process management and familiarity with business process standards and functions;

Familiarity and demonstrated experience in the technology used by MoPH(.NET and SQL etc.) at both back and front ends;

Knowledge and demonstrated experience in practices and techniques used by database (DB) administrators; and

Knowledge and demonstrated experience in practices and techniques used by the support team at the ministry.

Skills and Abilities:

- Strong analytical, communication and management skills, as well as solid mediating and consensus building skills;

- Capacity in aligning business processes with functional and technical aspects;

- Ability to choose UI/UX elements (graphics and navigation buttons);

- Ability to refine specifications and resolve technical issues; and

- Fluency in English and Arabic.
