Communications Officer - Lebanon Crisis Response Plan (Lcrp)

OVERVIEW  For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees. Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community. The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.    JOB DESCRIPTION  Under the supervision of the LCRP General Supervisor, the Communications Officer will support and maintain internal and external communications with project collaborators, implementing agencies, service providers. The officer will provide inputs to the design, management and implementation of the communications policy, strategy and guidelines. The officer will also promote public and media outreach and mobilize political and financial support the LCRP and maintain project documentation.   Essential Functions and Responsibilities  Support the implementation of communications and advocacy strategies. Support the development/production of communication materials for marketing and awareness-raising campaigns, including briefing materials, press releases, brochures and promotional material. Assist in coordinating communication activities and events of the project. Assist in conducting awareness raising campaigns, events, information dissemination workshops, etc. for target groups. Develop E-annual report, E-newsletters, articles, blogs, and impact stories. Maintenance of information database and photo library. Establish and maintain media relations through development and maintenance of professional contacts and relationships with print, radio and TV media. Monitor media channels after each event and collect media clippings. Regular meetings and monthly reports to the General Supervisor. Maintain documentation management system (hard copy and on network). Create, manage and promote a social media plan with content for Facebook, Twitter and/or Linkedin. Monitor social media interactions and act as focal point for comments moderation. Oversee social media design (i.e. Facebook timeline cover, profile pic, Twitter profile). Analyze and improve website published contents in order to improve the search engine ranking through keywords optimization. Create, curate and manage all published contents (images, infographics and video-graphics, video and translation/adaptation of written text) to reach the target audience and engage new supporters. Update and maintain the public information and external relations databases and stock of materials. Other tasks as required by the General Supervisor.    QUALIFICATIONS  Minimum Requirements  University Degree in Communications, Graphic Design, Public Administration, or any other relevant field. Four years’ experience in a similar related job. Experience in Content Management Systems for website online publishing (Wordpress, Joomla). Knowledge of social media and analytics software (Hootsuite, Facebook Insights, etc.). Working knowledge of graphic design programs such as Adobe Photoshop, InDesign. Strong design skills, drafting and reporting. A full commitment to he MoSA’s core values. Strong verbal and written communication skills in English and Arabic. Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint. Strong design skills, drafting and reporting. Ability to cope and work under pressure.
