OVERVIEW For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees. Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community. The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon. JOB DESCRIPTION  Under the supervision of the LCRP General Supervisor, the IM Officer essential functions and responsibilities include: Design and develop different databases in collaboration with the MoSA’s team. Review alternative systems and tools to provide advice/recommendations to in-house development team. Ensure quality and accuracy of data gathered by the field teams. Regular collect and update of the information systems in use (including ActivityInfo, MoSA App) and filing information on internal database. Verification of information available on the above mentioned systems to support selection of beneficiaries of the different activities. Attending trainings on the different tools and active participation to IM working group meetings, sharing information with the management and concerned staff eventually training them. Support elaboration of recurrent documents related to projects activities. Training the MoSAs’ staff on efficient management of Office Software package. Enter and manage the data and make them ready for reporting. Create maps upon requests, linked to data collected on the field. Monitor accuracy of data collected, ensure regular updates and solve eventual discrepancies. Produce required reports and reporting. Other tasks as required by the General Supervisor.   QUALIFICATIONS Minimum Requirements University Degree in Computer sciences, Information Management, Information Technology, Computer Engineering, or any other relevant field. At least two years of experience in similar position. Experience in database design/development and web development. Experience in the field of Data Architecture and Data Management System implementation and development in the Humanitarian and/or Development fields. Experience integrating analytical software (such as Tableau) with data management systems. Knowledge of fault detection and resolution processes. Experience in the design/development of data management systems in the Middle East essential. Experience in humanitarian/development data management needs essential. Experience designing/developing data management systems applied in the Syria crisis response context a significant asset. Ability to communicate effectively with a variety of stakeholders including technical/non-technical audiences, from inception/design to launch/training phases. Very good capacity to manage database information.  Very good knowledge of Microsoft Office package, especially Excel (formulas, pivot tables, macros, etc.) and Word (mailing options) but not limited to them. Good capacity in organizing information efficiently and synthetically. Very good capacity of analysis of processes. A full commitment to he MoSA’s core values. Strong verbal and written communication skills in English and Arabic. Ability to cope and work under pressure. Dynamic, self-motivated, conscientious, professional, devoted, honest and discreet. Excellent intercultural, teamwork and interpersonal skills. Demonstrate an ethic and professional practice. Respect beneficiary confidentiality.
