Protection Officer - Lebanon Crisis Response Plan (Lcrp)

OVERVIEW For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees. Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community. The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon. JOB DESCRIPTION Under the supervision of the LCRP General Supervisor, the Protection Officer’s essential functions and responsibilities include: Coordinate the design, implementation and evaluation of protection-related programming with partners. Contribute to and facilitate a programme of results-based protection programming through a consultative process with sector and/or cluster partners. Provide technical support and assistance to projects teams, including surveys designing, planning, implementation and reporting, based on technical feedback from the General Supervisor, and the Regional Coordinators. Effective and timely support is provided to the formulation of a clear and coherent protection strategy, which incorporates a thorough age, gender and diversity analysis, identifies the needs and capacities of persons of concern and reflects the MoSA's global, regional and country level priorities. Ensure provision of durable solutions, through voluntary repatriation, local integration and, where appropriate, resettlement to the largest possible number of persons of concern. Ensure the Protection Cluster covers all assessed and prioritized protection needs of the affected populations. Develop and implement national level protection plans in areas such as child protection, SGBV and education, as part of the protection strategy and ensure partnerships are forged with relevant government agencies and partners. Oversee and undertake refugee eligibility and status determination ensuring compliance with the relevant procedural standards and international protection principles. Conduct relevant coaching for the staff to mainstream the Protection Approach, and improve collection, management and systematization of related data. Participates in the plan and design of the activities with other staff of the project and implementation plans. Assists in the coordination of visits and meetings at the field level in coordination with other projects teams. Lead, coordinate and attend the Protection Working Groups in collaboration with the line ministries, UN agencies and local/international partners. Ensure that the protection needs of mobile populations as well as communities affected by mobility are systematically reported and appropriately addressed through specific and/or joint activities. Other tasks as required by the General Supervisor.   QUALIFICATIONS Minimum Requirements University degree in International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, Anthropology, International Law or other clearly related disciplines. Post-graduate degree will be considered as an advantage. Minimum of 5 years of relevant (international) experience with Advanced University/Master’s Degree of which 2 years in the field and 3 years in an international capacity (6 years of relevant experience with University/Bachelor’s Degree). Understanding of and demonstrated competencies in forced displacement and protection, particularly SGBV prevention and response, child protection, education, gender equality, and the application of the Age, Gender and Diversity Policy. Experience in the field of migration, internally displaced persons (IDPs) and refugee assistance and protection. Demonstrated knowledge of community communication and engagement approaches. A full commitment to he MoSA’s core values. Strong verbal and written communication skills in English and Arabic. Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint. Capacity to work independently in a fast-paced dynamic working environment. Strong design skills, drafting and reporting. Ability to cope and work under pressure. Dynamic, self-motivated, conscientious, professional, devoted, honest and discreet. Excellent intercultural, teamwork and interpersonal skills. Demonstrate an ethic and professional practice.
