OVERVIEW
For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees.
Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community.
The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.
JOB DESCRIPTION
Under the supervision of the LCRP General Supervisor, the SGBV Coordinator’s essential functions and responsibilities include:
Liaise with Humanitarian Coordinators, Country Representatives, working group leads, and gender focal points in other agencies and organizations (including governments, national and international NGOs and women's groups) to form and/or strengthen SGBV coordination group at national and sub-regional levels.
Lead the effort to develop a multi-sectoral and inter-agency prevention and response program to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Facilitate rapid development of agreed-upon Standard Operating Procedures and related policies and practices.
Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors.
Work on guidelines for the implementation of GBV activities for women and girls.
Conduct trainings on the programme set for social workers and community mobilizers.
Establish ad hoc programmes of implementation of activities for every regions in order to reach qualitative and quantitative targets in due time.
Strengthen linkages between different components of the MoSA GBV interventions.
Realize reports and provide inputs on GBV gaps and trends and for technical sections for project proposals.
Provide technical support to the development of relevant advocacy and policy documents to address SGBV in the context of broader gender (inequality) issues.
Collect, compile, and analyze SGBV report data with an emphasis on identifying trends.
Plan, organize and supervise the implementation of i) Outreach activities run by staff members in order to identify women and girls victims or at risk of violence and to provide information on services available; ii) Awareness sessions on specific topics such as sexual and reproductive health, early marriage, early pregnancy and marriage registration; iii) Emotional support groups and Focus Group Discussion (FGD); iv) Recreational and de-stressing activities; v) Life skills development activities such as socio-economic / empowerment opportunities and life plans.
Organize and/or conduct trainings on i) GBV risk identification and referral; ii) advocacy and iii) communication skills.
Collaborate with the Social Development Coordinator to investigate on how additional services already provided by the Social Development Centers (SDCs) can guarantee a comprehensive GBV package.
Other tasks as required by the General Supervisor.
QUALIFICATIONS
Minimum Requirements
University Degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field. Post-graduate degree will be considered as an advantage.
Minimum of 3 years experience in SGBV program management including implementation, staff recruitment, training, supervision, and team building.
Prior training in gender issues and their application in international humanitarian or development settings.
Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings.
Awareness and demonstrable knowledge of gender-based violence issues.
Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings.
Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
Knowledge, skill, and experience in participatory methods for community development and mobilization. Group facilitation skills and experience.
Training skills.
Experience in conflict-affected countries.
Flexible and culturally sensitivity.
Strong managerial skills and leadership.

Strong verbal and written communication skills in English and Arabic.
Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint.
Strong design skills, drafting and reporting.
