Background

Mouvement Social (MS) is a Lebanon-based NGO ꟷ established in 1961. Initially, MS was inspired by a group of volunteers from diverse socioeconomic backgrounds, aiming to build a fairer and more humane society. MS’ main purpose is to improve the citizenship and autonomy of the underprivileged, chiefly by involving them in socioeconomic development projects though which they can induce change, attract new growth and enhance the standard of living for local residents. Succinctly, MS embraces a rights-based approach to social work whereby empowerment is considered as a key catalyst for long-lasting, deeper societal change. 

The project “Community Oriented Approach to Improve the Impact of Technical and Vocational Education and Training (TVET)” extends over a period of 3 years. The overall goal of this project is to improve the socio-economic situation of the most vulnerable women and youth in Lebanon. MS in this project aims to improve the impact of TVET by aligning it with the job market needs through adopting a community-based approach in an attempt to enhance the local economic development. Using a holistic approach, the proposed approach is based on reintegrating these two areas of interventions in which the first will influence the second and vice-versa.

  • The first is focuses on the reintegrating both bottom-up and top-down approaches to ensure the active engagement of all local stakeholders (local community, market and state) in the decision-making processes regarding the local economic development. In which, vulnerable groups use their newly developed capacities to enhance their representation and reach out with their voices in the areas of Zahle and Jnah. On the longer term, MS is looking to produce changes in governance and social relations.
  • The second is related to the adaptation of TVET courses provided by MS based on the local market needs to match it with the local skills. In which, access to local employment opportunities for youth and women is created after receiving adjusted TVET approaches and supporting the market sector in Zahle and Jnah. On the long term, MS is looking to create a strategic improvement in relinking the educational outcomes to the job market inputs and improving its impact on the local economic development.

The project team will plan for, organize and oversee implementation of the specific activities of the project. The local project team will, initially be composed of a two project field officers and two head of centers based in Jnah and Zahli areas, as well as the project manager and MS supportive team.

MAIN TASKS and RESPONSIBILITIES:
The Field Coordinators will perform and be responsible for the following tasks:

  • facilitate the organization of local committee, and ensure the effective follow-up with them
  • Oversee the identification and implementation of several trainings for the committee and the implementation of competency based trainings for beneficiaries to develop their skills;
  • Coordinate and facilitate the data collection process by the committee to identify the needs and assets regarding the livelihood sector of their community;
  • Facilitate the organization of workshops with the committee to analyze the data collected and develop a “diagnostic study” document that reflects the needs and priorities identified by the committee related to the livelihood sector in their area;
  • Support in organizing stakeholders visits by the members of the established committee to advocate for the identified needs and priorities;
  • Support the committee in developing the referral list and match beneficiaries with the market sector
  • Facilitate the organization a job fair to outreach beneficiaries and raise awareness among the local community
  • Facilitate the organization of scheduled visits to public and subsidized schools to give career guidance sessions
  • Support in organizing preparation of roundtables with different stakeholders as well as the organization of a national  conference
  • Support in the mapping the local entities in each area as well as the assessment of the organizational structure of the identified entities

 

 

  • In coordination with the PM, set up and monitor the project implementation
  • In coordination with the Admin & Log Department, prepare procurement dossiers, and identify project potential providers
  • identify project technical and programmatic needs and challenges and propose solutions
  • Support the PM in preparing monthly budget forecast by informing about activities expected costs
  •  Document and report any bottlenecks or challenges faced during the project, including lessons learned
  • Prepare written reports based on results from qualitative investigations; and feedback and analysis on progress of program implementation and piloting and fielding of survey instruments.
  • Translate into Arabic and/or English relevant documents related to the project

REQUIRED COMPETENCIES AND SKILLS

  • Previous experience in a similar position in the NGO sector
  • Previous experience in livelihood projects, local empowerment, advocacy campaigns, and/or community development
  • Master Degree in as sociology, economic development,  urban planning, social and/or political sciences or any related fields
  • Demonstrated experience in liaising with different stakeholders including local authorities, market sector and community members
  • Proven Computer literacy, particularly in Microsoft Office: Word, Excel, ppt
  • Fluent in Arabic and English
  •  Very flexible and with a positive attitude
  • Good team player and proactive attitude in problem solving
  • Honest, trustworthy, and respectful with cultural awareness and sensitivity to needs of vulnerable populations
  • Able to work independently under tight deadlines
