Inclusion Specialist- Badaro

The Inclusion Specialist will provide technical support to, coordinate the efforts of, and ensure the quality assurance of the planning and implementation of initiatives by the Social and Behavioral Change Officers (SBCO). More specifically, under the direct supervision of the project coordinator of Mouvement Social and the technical supervision of the Communication for Development Officer at UNICEF, the Inclusion Specialist will have to perform the listed tasks below.

Main Tasks:

  • Conduct stakeholder analysis, to measure their capacity, power, and interest, and identify possible actions to maintain strong networking with specialized organizations on disability and to plan for needed referrals
  • Create and maintain strong networking with specialized organization on disability; with CP and education organization and public schools to enhance support and resources for the project's inclusive initiatives.
  • Support the SBCOs in Developing outreach and community engagement plan based on Social-Behaviour Change Communication, to reach and identify service providers and beneficiaries as per the project criterias
  • Support the SBCOs in the identification, assessment and referral of Children with Disabilities (CWD) to appropriate services (Formal and NFE, Specialized services, Assistive devices, CP, Health, WASH,) to ensure their holistic well-being
  • Conduct referral and service mapping analysis to identify existing gaps in service provision & to find opportunities for improvement.
  • Oversee and ensure the buildup/feeding into the inclusion service mapping to find more available service provider and overcoming any gap
  • Oversee and control the implementation of the Disability tracking sheet to monitor the progress and support provided to individuals with disabilities.
  • Ensure the implementation of an effective referral system, using RIMS (Referrals Information Management System) to link beneficiaries of the programme with service providers or organizations to ensure the proper follow-up and closure of cases.
  • Work with MEAL department to analysis quantitative and qualitative data collected to support continuous improvement of programming
  • Report unsolved or challenging cases to UNICEF field officers to ask for additional support and guidance
  • Work in coordination with the admin centers and the support department to facilitate the LTA (Long-Term Agreement) process effectively & provide technical advices that ensures suitable services for the CwD.
  • Ensures the correct reporting on each activities, and narrative reports (monthly report and quarterly report) to maintain project tracking and follow up
  • Participate in all relevant meetings and trainings proposed by MS and partners to contribute to project access and work advancement
  • Support staff in strengthening their skills and technical capabilities in Inclusive approaches through training, ongoing mentoring, coaching, regular meetings, and other methods to continuously improve the project deliverables.
  • Oversee the identification, assessment and referral of Children with Disabilities (CWD) to appropriate services (Formal and NFE, Specialized services, CP, Health…);
  • Oversee and ensure the buildup/feeding into the inclusion service mapping;
  • Provide technical support to the SBCOs, ensure that a participatory approach and a social model approach is adopted in the planning and implementing of all area-based initiatives;
  • Ensure quality assurance and monitor the planning and implementation of inclusion activities (including stakeholders’ workshops, SBCC initiatives,...);
  • Regularly report to the Communication for Development Officer at UNICEF on progress, challenges, ways forward, … ;

 

Experience:

  • At least 8 years of experience in Inclusion and SBC.

 

Technical Competencies:

  • Knowledge of awareness and environmental barriers to inclusion and to the assistance of individuals, child care programs and other entities
  • Very good skills in inclusion technics and strategies including education strategies
  • Knowledge of laws and regulations relevant to children with disabilities and special needs.
  • Demonstrate knowledge of and ability to perform assessment of CWDs and propose strategies for child development
  • Very good Reporting Skills
  • Very good Computer Skills

 

Job requirements and Complexities:

  • Office Job requiring long hours of work on a computer
  • Job requires extensive coordination and attention to details
  • The Inclusion Specialist will operate under the supervision of SBC PROJECT COORDINATOR, in constant cooperation with head of centers;
  • The Inclusion Specialist will be based in Beirut office with frequent visits to the related areas of MS centers (Akkar, North, Beirut/Mont Lebanon, Beqaa, South and Nabatiyeh);
  • The Inclusion Specialist will operate under the supervision of the project coordinator
  • The Inclusion Specialist will be based in Beirut-Badaro Office, with frequent visits to the field
